PACT Objectives - 1 • Shaping how post-carbonsocietiesmay look like • Urban sprawl has dramatic consequences on energy and GHG emission growth: what could be appropriate urban design in post-carbon societies according to regional specificities? • Existing land-use pattern and transportation systems have been deeplyshaped by the existingoil-basedenergyparadigm: how thisenergyparadigmwould change in a post-carbon world, whithwhatconsequences on land-use and transport infrastructure? • Carbonbased technologies have shapedbehaviours, life-styles and organisations: which technologies woulddominate in post carbonsocieties, withwhich impacts on these life-styles, behaviours and organisations? • Producinggoods and services is a matter of materials and processinvolved in the production, but also a matter of demand by consumers: whatproducinggoods and services in post-carbonsocietieswouldmeanfromthese points of view?

PACT Objectives - 2 • Questionning the transition processtowards post-carbon world • What are the driving forces towards post-carbon societies, and what are the adverse forces; how necessary policy decisions can be made respectful of democratic principles? • What are the risksinvolved in movingtowards post-carbon world and in not-moving? Whatcouldbe the necessarygovernance of theserisks, at national and international levels? • Movingtowards post-carbonsocietiesimplychangingrepresentations and values of commoncitizens, thisis a matter of generations: are young people today in line withsuch changes? Whatresponseseducationsystemscouldbring?

PACT Objectives - 3 • Quantifying scenarios for transition to post-carbon world • Up-grade appropriate existing models (VLEEM and POLES) in order to capture the most salient outcomes of the qualitative analysis as regard the needs of energy services (VLEEM) and the provision of energy services (POLES) in a post-carbon world. • design scenarios for different post-carbonworlds and differentpathways to theseworlds • Quantify the scenarios with the models and through the dialogue between the models

PACT Objectives - 4 • Raisingawareness of major stake-holdersinvolved in the transition processtowards post-carbon world • develop adequate tools for facilitating communication towards stake-holders (database, web site, forum,..). • involvestake-holders in the scenario design process • communicate PACT ‘s highlights to stake-holders
