    5. 5 © NCURA 2008 History Prior to 1998 Agencies make grant payments through their own systems or systems managed by shared service providers. Standard financial reports forms required per OMB Circulars A-102 and A-110.

    6. 6 © NCURA 2008 History 1998 Federal CFO Council designates three government-wide payment systems (ASAP, PMS, and DPPS) for federal agencies to choose by 2000 and use by 2002.

    7. 7 © NCURA 2008 History 1999 New Public Law 106-107 aims to simplify administrative procedures for Federal financial assistance programs.

    8. 8 © NCURA 2008 History 2001 Federal implementation plan for Public Law 106-107 has key goals and objectives related to payment systems and grantee financial reporting.

    9. 9 © NCURA 2008 History 2003 OMB proposes a consolidated grantee financial report including data elements from the Financial Status Report (SF 269 and 269A) and the Federal Cash Transaction Report (SF 272 and 272A).

    14. 14 © NCURA 2008 Federal Financial Report DIRECTION FROM OMB: Consolidate the Standard Form 272/272A and SF-269 into one form MAJOR FEATURES: Utilizes standard basic grant/grantee identifying information at top of form Eliminates the “Previously Reported” and “This Period” columns of the SF- 269

    15. 15 © NCURA 2008 Federal Financial Report MAJOR FEATURES: Re-categorizes the information to clearly separate: Federal Cash, Federal Expenditures and Unobligated Balances, Recipient Share, Program Income, and Indirect Costs While ready for automation, the form itself does not use any standard government driven software

    16. 16 © NCURA 2008 Federal Financial Report CHRONOLOGY: November, 2002 - first draft April, 2003 - published in Federal Register December, 2007 - revised and published again in FR August, 2008 - revised and published in FR as final October 1, 2008 – agencies begin use of form and transition all grantees no later than October 1, 2009

    25. 25 © NCURA 2008 National Science Foundation (NSF) Research.gov Modernization of FastLane that provides a menu of services: tailored to meeting the unique needs of the research community aimed at easing the grants administrative burden Research-oriented solution for delivering services under the Grants Management Line of Business initiative.

    26. 26 © NCURA 2008 The Federal Financial Report (FFR) Beta is a limited release of the FFR service to a select group of organizations. The FFR is an online tool to complete and submit grant financial reports using the new government-wide standard form. Using the FFR, organizations can: View clear and easy to understand instructions for each stage in the reporting process Navigate easily through user-friendly financial management forms Access web-based forms pre-populated with institution and grant information Download and upload information in Microsoft Excel format Submit multi- and single award financial reports using the new standard government-wide form Adjust financially closed awards How the new FFR service helps awardees: Simplifies financial reporting requirements Makes it easier to understand and complete grant financial reports Saves time by providing a standard format, consistent reporting requirements, and a single submission location NSF Research.gov FFR
