  8. Conventional Concept Sadbel PLDA

  9. ANR … BRU Conventional Concept Trader NCTS PLDA PLDA

  10. Advantages • Copy – paste from current situation, existing process can continue to exist with minimal changes • Requires minimal effort • Supporting web application available at the authorities for low volume activities

  11. Attention points • “plug & play” is not exactly possible due to changing SAD legislation • A new application needed to exchange information with customs authorities (or web application) • Don’t look at PLDA in isolation. Look ahead to what’s in store for the next coming years (ECS, ICS, …).

  12. Change is good !

  13. Speed Cost control Predictability Key Elements

  14. ANR … BRU Integrated concept Declaration data PLDA Trader “Distant examination” Declaration location Examination location

  15. ANR … BRU Integrated concept in practice Deconsol. facility Customer Nike Declaration location Examination location

  16. Advantages • Abolishes NCTS at national level • Allows integration with internal business systems • Increases control on logistics execution • Allows for better cost control • Better and safer facilities for examination of shipments

  17. Open questions ? • Conflicts with NCTS process (for shipments arriving via other member states) – which process/system prevails ? • How to provide unloading results to PLDA system for bonded warehouse entries ? • Process & lead time for adaptation of existing authorization(s) ?

  18. Periodical Reporting

  19. Reporting • All reports have to be provided in xml format. • So called ‘attached listings’ in hard copy format, or on cd-rom or… are not allowed any longer • Month End reporting (IM4 – after bonded storage) • Periodical Entry reports for simplified procedure • Periodical Exit reports for simplified procedure • CIV reporting • Requires software development

  20. PLDA IT infrastructure

  21. Internal strategy for PLDA IT infrastructure • ‘in-house’ developed application • Integrated with Bonded Warehouse application • Integrated with Logistics Execution applications • NCTS will be kept separately until full integration is possible
