  1. GBS meeting with Bunge Standing Committees-Strengthening domestic accountability Monday 12th of October 2009

The Accountable Governance Cluster • AGC a subgroup under the DP Governance Working Group • Only DP members, but interact actively with stakeholders • Coordination platform for DPs on domestic accountability issues in Tanzania and Zanzibar • Three main areas of focus: parliament, media and civil society • Currently co-chaired by the Irish Embassy and the European Commission

AGC Objectives • Regular information exchange and monitoring platform on domestic accountability amongst DPs • Promote linkages and dialogue with key bodies, including parliament, media bodies and CSOs • Collate and analyse information on Parliamentary activities • Monitor developments in legislative around media • Lead dialogue on domestic accountability components of the PAF for GBS • Review and facilitate improvements of domestic stakeholders participation in the MKUKUTA/MKUZA processes.

  4. PAF Underlying Process on Domestic Accountability • UP on domestic accountability including parliament and domestic stakeholders consultations • Two Temporary Process Actions: Budget transparency and local level accountability • TPA 1: Key documents related to the budget process continue to be made publicly available in a timely and systematic manner • TPA 2: Baseline information collected by PMO-RALG on the number of village and Mtaa assemblies held at each local Council per financial year and establishments of annual targets by October 2009

PAF Underlying Process on Domestic Accountability • Process of assessment of UP – normally from sector reviews - TPAs would follow from that process • This UP – cross cutting, no clear government interlocutor, involving the view of the domestic stakeholders needed • TPA on Budget transparency, we are in the process of agreeing on the assessment criteria, DPs, CSOs and GoT together • Key documents: budget guidelines, budget books, CAG reports, quarterly execution reports / end of year report – all in GoT procedures • Plus simplified Swahili Citizens’ Guide to the budget

PAF Underlying Process on Domestic Accountability • Focus for this meeting: the executives accountability to the parliament • Your views on the trends in the Executives accountability towards the parliament / your committees • Key questions: - Positive trends - Challenges - Specific examples within the past year - Executives accountability to parliament beyond your Committee - Weak links in the accountability circle
