  1. The Group Quarters Frame Update Pilot ProgramPreliminary Research ResultsandRequirements for Implementation Jim Farber U.S. Census Bureau Presentation to FSCPE Members September 26, 2006

  2. Agenda • Background and review of project • Preliminary research results • Requirements for implementation in 2010 Census

  3. Background and Review • Address frame strategy for 2010 is to have an integrated, systematic approach to updating list of living quarters • GQ frame pilot program tested one approach to updating GQ list

  4. Background and Review (2) • GQ frame update pilot project identified potential GQs from several source files • FSCPE Enhanced GQR • InfoUSA: telephone yellow pages • ES-202: state business registers • Project evaluated by analysis of results and ad hoc follow up

  5. Preliminary FSCPE Results • First step: screen out records already on census GQ frame

  6. Preliminary FSCPE Results (2) • Second step: screen out records with no address or no census block geocode

  7. Preliminary FSCPE Results (3) • Last step: unduplicate, match to MAF and accept or reject records as MAF updates  82 records identified as duplicates and removed

  8. Preliminary FSCPE Results (4) • Summary of accepted FSCPE records: • 78 were new addresses for the MAF • Almost half of these were college quarters • 731 were address conversions • Most were emergency shelters, juvenile institutions, nursing homes • 3 added some new data to existing MAF GQ record • Summary of rejected FSCPE records: • All 15 were currently on MAF as GQ • No new data added to existing MAF record

  9. Evaluating the FSCPE Results • FSCPE records had high rate of new addresses  good “bang for the buck” • Low MAF rejection rate = high quality data • Census ad hoc GQ follow up confirmed high FSCPE quality • FSCPE verification confirmed high quality

  10. Conclusions of the Pilot Program • Implement the pilot program nationally • Get your help to update the census GQ frame in advance of 2010 Census • Acquire FSCPE data and meet 2010 Census requirements

  11. High-Level Requirements for Implementation in 2010 Census (1) • Census field staff must be able to physically locate the GQ • GQ name is required • GQ address is required • City-style: e.g., house number, street name, city, state, ZIP • Non-city-style: e.g., rural route, box number, city, state, ZIP

  12. High-Level Requirements for Implementation in 2010 Census (2) • Timing: After Local Update of Census Addresses and before Address Canvassing • FSCPE participants deliver files around spring of 2008 • Operational details will be forthcoming • File layout • File format • Delivery mode(s)
