  3. Definitions: Minimum Tool Minimum Requirements Analysis The least intrusive tool,equipment, device, force, regulation, or practicedetermined to be necessary to accomplish an essential task, that will also achieve the wilderness management objective.

Definitions: Traditional/Primitive Tool Minimum Requirements Analysis Equipment or methods that generally originated in the pre-motorized or pioneering era andmake use of simple, non-motorized technology(i.e. traditional hand tools). • Modern versions of non-motorized traditional tools are OK to use

Minimum Requirements Analysis Definitions*: Mechanical Transport Any contrivance which travels over land, water, or snow on wheels, tracks, skids, or by flotation, and is propelled by a living or non-living power source. This includes (but is not limited to) wheeled vehicles such as bicycles, game carriers, carts, and wagons. • It does not include: • Skis, snowshoes. snow boards, sleds • Rafts, canoes, kayaks, row boats, etc. • Similar primitive devices without moving parts * FS Regulations and Policy
