MTCU DECISION MODEL Service Delivery Standard Achieved Compliance with MTCU Contract Evidence of Organizational Capacity MTCU RESPONSE Performance Incentive and Award Potential 1 • Agency is in compliance with MTCU contract, has demonstrated ability for long term sustainability by demonstrating Organizational Capacity and is achieving or surpassing Service Delivery Standard • MTCU responds with sustained funding, performance incentives when applicable, possible awards and recognition P P P Directed Improvement & Official Review • Agency is not in compliance with MTCU contract and immediately submits a plan to MTCU detailing actions to achieve contract compliance • Agency has not achieved Service Delivery Standard, however, there is potential for improvement as agency has demonstrated Organizational Capacity • Sustained funding is based on immediate compliance with MTCU contract and achievement of Service Delivery Standard within directed timeline O O P Directed Improvement & Official Review • Agency is not in compliance with MTCU contract and immediately submits a plan to MTCU detailing actions to achieve contract compliance • Agency demonstrates no evidence of Organizational Capacity for sustaining results • Agency has achieved Service Delivery Standard • Sustained funding is based on immediate compliance with MTC contract with expectation of improvement in Organizational Capacity 3 O O P 4 O O O Wind Down • Agency is not in compliance with MTCU contract • Agency was not able to achieve directed improvements within timelines • MTCU responds by initiating wind-down procedures in which the agency will have 6 moths to terminate service 2
