This document addresses the challenges of CDMA packet data roaming, focusing on three main access methods: SIP, MIP, and L2TP. It emphasizes the importance of maintaining consistency across these methods while navigating complex network access environments. Detailed requirements from carriers can lead to confusion; hence, it is crucial to augment them with known areas of difference. Key considerations include Radius attributes, handset support, and the significance of A12 authentication in preventing EvDO roaming issues. The implementation lessons learned underscore the need for thorough information exchange, testing strategies, and planning for future service enhancements.

Challenges • Three main access methods • SIP • MIP • L2TP • Whichever methods are supported key is to provide consistency across them. • Network Access/Environment • Radius Attributes • Handset Support • A12 Authentication is key difference preventing EvDO roaming between operators.
Requirements • Two types of requirements seen from carriers. Extremely detailed or very basic. Both can lead to confusion. • Augment detailed requirements with known areas of difference. • Radius Attributes • IP Technology Type • GMT Offset • Carrier ID • Last Activity Time • BSID format • ESN/MEID • IP addressing • Unique network connectivity • Unique product requirements
Implementation Lessons • Exchange as much information as possible. • Especially test plans • Exchange Handsets. Even if performing own testing this can save a great deal of time. • Be aware of MTU. Many tunnels are involved in roaming which can cause issues. • AAA fail-over should be tested. Particularly with a CRX failure scenarios needed to be coordinated. • DNS solution should be planned when utilizing MIP. • Explore the need for subnet ID for 1x or EvDO.
Currently Best Effort Network Little or no prepaid functionality provided to roaming partners. Only traditional data products, SO 33 and 59. Roaming is limited to 3G Data Future Quality of Service Support Enhancements for standard based prepaid. Movement to VoIP and advanced service options. Seamless roaming will grow to included any form of IP access. Current and Future Market These strictly my opinion
