TEA-21 IBRC Program Primary Goal Development and demonstration of new, cost-effective, highway bridge applications of innovative materials
TEA-21 IBRC 7 Program Goals • New, cost-effective innovative material highway bridge applications • Reduction of maintenance costs and life-cycle costs of bridges, including the costs of new construction, replacement, or rehabilitation of deficient bridges;
TEA-21 IBRC 7 Program Goals (Cont’d) • New nondestructive bridge evaluation technologies and techniques. • Engineering design criteria for innovative products and materials for use in highway bridges and structures;
TEA-21 IBRC 7 Program Goals (Cont’d) • Construction techniques to increase safety and reduce construction time and traffic congestion; • Highway bridges and structures that will withstand natural disasters, including alternative processes for the seismic retrofit of bridges; and

TEA-21 IBRC Eligibility • Funds are available for bridge projects that demonstrate an innovative materialapplicationand meet one or more of the seven program goals listed in Section 503(b)(2) of Title 23 • Location - the project may be on any publicroadway:State, county, city, road or bridge authority, etc.
TEA-21 IBRCEligibility (Cont’d) Eligible Activities- funds available for: • preliminary engineering, • costs of the innovative material portion of repair, rehabilitation or construction of bridges or other structures, and • costs of project performance evaluations including instrumentation and performance monitoring of the structure following construction
TEA-21 IBRCEligibility (Cont’d) • Proprietary Products - As this is a research and experimental program, it is in the public interest that proprietary and sole source products may be included in the projects, but they must be clearly identified and described.
TEA-21 IBRCSelection Criteria & Considerations • Project Demonstrates the application of an innovative material • Project meets one or more of the 7 program goals • Project incorporates materials or products which are readily available
