  1. National Freight Strategic Plan Tretha Chromey Director, NFAC July 31, 2013

  2. Agenda • MAP-21 Freight Provisions • Timeline • Next Steps • Discussion Questions

  3. MAP-21 Freight Provisions • National Freight Strategic Plan • National Freight Policy Goals • Freight Conditions and Performance • National Freight Strategic Plan Requirements

  4. National Freight Strategic Plan U.S. DOT will develop a National Freight Strategic Plan by October 1, 2015 and update every five years thereafter.

  5. National Freight Policy Goals MAP-21 Sec. 1115: (1) to invest in infrastructure improvements and to implement operational improvements that— (A) strengthen the contribution of the national freight network to the economic competitiveness of the United States; (B) reduce congestion; and (C) increase productivity, particularly for domestic industries and businesses that create high-value jobs; (2) to improve the safety, security, and resilience of freight transportation;

  6. National Freight Policy Goals MAP-21 Sec. 1115: (3) to improve the state of good repair of the national freight network; (4) to use advanced technology to improve the safety and efficiency of the national freight network; (5) to incorporate concepts of performance, innovation, competition, and accountability into the operation and maintenance of the national freight network; (6) to improve the economic efficiency of the national freight network. (7) to reduce the environmental impacts of freight movement on the national freight network.

  7. Freight Conditions & Performance • Based on National Freight Goals • At least one performance measure for each goal • Performance measures should show how well we are achieving our goals • Will use cross-modal measures to the extent possible • But will need mode-specific measures in many cases

  8. National Freight Strategic Plan Requirements MAP-21 Sec. 1115: (A) an assessment of the condition and performance of national freight network; (B) an identification of highway bottlenecks on the national freight network that create significant freight congestion problems, which shall, at a minimum, include— (i) information from the Freight Analysis Network of the Federal Highway Administration; and (ii) to the maximum extent practicable, an estimate of the cost of addressing each bottleneck and any operational improvements that could be implemented;

  9. National Freight Strategic Plan Requirements MAP-21 Sec. 1115: (C) forecasts of freight volumes for the 20-year period beginning in the year during which the plan is issued; (D) an identification of major trade gateways and national freight corridors that connect major population centers, trade gateways, and other major freight generators for current and forecasted traffic and freight volumes, the identification of which shall be revised, as appropriate, in subsequent plans; (E) an assessment of statutory, regulatory, technological, institutional, financial, and other barriers to improved freight transportation performance (including opportunities for overcoming the barriers);

  10. National Freight Strategic Plan Requirements MAP-21 Sec. 1115: (F) an identification of routes providing access to energy exploration, development, installation, or production areas; (G) best practices for improving the performance of the national freight network; (H) best practices to mitigate the impacts of freight movement on communities; (I) a process for addressing multistate projects and encouraging jurisdictions to collaborate; and (J) strategies to improve freight intermodal connectivity.

  11. State Freight Plans • U.S. DOT must encourage each state to establish freight advisory committees (Sec. 1117) and develop comprehensive state freight plans (Sec. 1118) • Issued interim guidance on October 15, 2012 • Can be developed independently of or incorporated into the statewide long-range transportation plan • State Freight Plan required to seek higher federal share for freight projects

  12. DOT NFSP Timeline Collect and Analyze Data Establish Project Work plan Draft Plan Draft Framework Rollout July 2013 Sept - Dec 2013 May 2014 October 2015 Dec 2014- April 2015

  13. Discussion Questions • What are your expectations of the National Freight Strategic Plan? • What other considerations should be taken into account in the development of the National Freight Strategic Plan? • What are the opportunities for building coordination between local, state and national freight priorities?

  14. Discussion Questions • Are there specific elements of State freight plans that should be effectively integrated into the national freight strategic plan? • Does your state freight plan… • assess the condition and performance of your state freight transportation system? • identify highway bottlenecks? major trade gateways? routes to energy exploration and development? • forecast freight volumes for the next 20 years? • outline barriers to freight transportation performance? • improve freight intermodal connectivity?

  15. Wrap-Up • Additional ideas or areas of discussion?
