  2. A new approach because: • The conventional understanding of quality in education is no longer sufficient • New demands are being placed on education

  3. Why quality is pertinent: • Links to economic performance • Expected outcomes more than knowledge • Need to monitor outcomes • Data shows disparity in outcomes • Diversity places greater demands • Education as a tool to build societies

  4. A new way to understand quality in education • Consider its dimensions rather than focussing on the traditional inputs and outputs/outcomes • See it as a dynamic process rather than as a linear function • Understand that it is social and cultural as well as technical

  5. 10 dimensions • Learning at the centre, and • 5 dimensions at level of learners • 5 dimensions at level of system

  7. Level of learner • Seeking out learners • What learner brings • Content • Processes • Learning environment

  8. Level of system • Management and administration • Policy implementation • Appropriate legislative framework • Resources • Learning outcomes—knowledge, values, skills, & behaviours

  9. Can it be done? Yes! • The conventional analytic approaches are not working fast enough • This can be done INCREMENTALLY • There is no single starting point • There are common principles, but one size does not fit all
