  2. Reference • ERCOT is proposing the gray boxing of the following Protocol sections due to technical issues. Proposed implementation to meet the intent will be addressed. • 4.2.3 (a) • 3.10.2 (3) • 3.10.3 (5) • 4.2.3 Posting Forecasted ERCOT System Conditions No later than 0600 in the Day-Ahead, ERCOT shall post on the MIS Secure Area, and make available for download, the following information for the Operating Day: • (a) The Network Operations Model topology that includes known transmission line and other Transmission Facilities Outages in the Common Information Model format for the minimum Load hour and the peak Load hour; TPTF

Reference • 3.10.2 Annual Planning Model • (3) ERCOT shall make available to TSPs and/or DSPs and all appropriate Market • Participants, consistent with applicable policies regarding release of Critical Energy • Infrastructure Information (CEII), the transmission model used in transmission planning. • ERCOT shall provide model information through the use of the Electric Power Research • Institute (EPRI) and NERC sponsored “Common Information Model” and web-based • XML communications. • 3.10.3 CRR Network Model • (5) ERCOT shall make available to TSPs and/or DSPs and all appropriate Market • Participants, consistent with applicable policies regarding release of Critical Energy • Infrastructure Information (CEII), the CRR Network Model. ERCOT shall provide model • information through the use of the Electric Power Research Institute (EPRI) and NERC sponsored “Common Information Model” and web based XML communications. TPTF

Two NMMS/OS Interfaces • There are two interfaces between NMMS and Outage Scheduler (OS) • Interface from NMMS to OS provides equipment lists and other data required to enable OS users to select outages • Interface from OS to NMMS provides set of outages to enable users to select outages for inclusion into the CRR model TPTF

  5. Issues Surrounding Data Exchange • The OS does not accept CIM XML file format • CIM does not currently provide Outage classes or attributes • Outages are not on the IEC/EPRI CIM roadmap at this time • No current plans to add Outages to the IEC/EPRI roadmap • NMMS internal model is CIM based Database • Outages are not stored in the NMMS model • Outages cannot be exchanged in CIM XML TPTF

Current Approach – NMMS to OS • Equipment list and other data sent to the OS will be in a pure XML file format • This file will be imported into the OS and presented to the ERCOT user to enable selection of a specific outage • The file will contain topology to the second tier to provide enough information for the user to identify the exact outage to be taken TPTF

  7. Current Approach – OS to NMMS • Outages coming into NMMS from the OS will be in a CSV file format • This file will be imported into the NMMS and presented to the user in a table format for selection • User may filter on the table to display specific outages • User may select all, none or individual records to be included in the CRR. TPTF

  8. CRR Models • The selected outages will be applied to the Network Operations Model prior to Topology Processing • Once outages are applied, the Topology Processor will generate a CRR in RAWD format with the outages applied • This happens in a single loop without user intervention and no interim files are produced TPTF

  9. Conclusion • The NMMS to OS interface will produce a pure XML file format. • The OS to NMMS interface will produce a CSV file format • The NMMS will produce a CRR file in RAWD with the outages applied • If the CIM standard incorporates Outage Classes and Attributes they will be implemented and CIM XML will be used as the file exchange format.
