Current Licences Issued (HBML) 1. 2AM-DOH0713 (Type A) • Term: September 19, 2007 to September 30, 2012 • Allows for the use of water and the disposal of waste in support of mining and milling activities 2. 2BE-HOP0712 (Type B) • Term: May 20, 2007 to June 30, 2012 • Allows for the use of water and the disposal of waste in support of mining exploration activities

Process Time Lines • NWB Issues Guideline to the proponent: 30 days • Revised Water Licence Application: Applicant driven • Review for Conformity to Guidelines: 15 Days • Notice of Application / Technical Review, and Pre-hearing / Technical Meeting: 50 days • Public Hearing: 60 day notice required • NWB Decision/Licence to Minister: 30 - 45 days • Minister Decision: may take up to 45 - 90 days • Licence Approval by the Minister • Enforcement and Compliance by INAC: Ongoing

Project Specific Considerations • Confirm amount of fuel required and for what purposes • What project components require approval by June 2011 • Clarify the purposes for which water from Doris Lake will be used • Clarify the volume of waste rock generated and infrastructure to be constructed from the rock • Confirm whether the type A and type B licences will be amalgamated • Clarify the phases of the project

Amendments & Implications 2AM-DOH0713 (Anticipated amendment No.2) • Commence construction of additional fuel storage & containment facility by March 2011 • Approval to construct other components by June 2011 • Use of quarried rock during construction • Construct a short all-weather road bypassing airstrip and extend airstrip

Change water source and pipe route from Doris Lake to Windy Lake • Construct secondary containment for Cyanide storage and relocate the storage • Use waste rock from underground mining activities to construct infrastructure 2AM-DOH0713 (Anticipated amendment No.3) • Expand waste rock and ore storage areas • Expand Doris North facilities • Renew Type A Licence to allow mining until 2017 • Increase domestic water consumption and construction of a water treatment plant
