  1. North Hollow Residential Sound Insulation Program Overview Jarrett Simmons, Sr. Aviation Planner January 25, 2010 1 1

  2. Q&A Panelist • Federal Aviation Administration (FAA) • Paul Blackford – Environmental Specialist • Ben Guttery – Senior Program Manager • Lance Key – Environmental Specialist • Dean McMath – Environmental Specialist • Houston Airport System (HAS) • Monica Newhouse Rodriguez – Assistant Director of Aviation, Planning & Programming • Carlos Ortiz – Assistant Director of Aviation, Planning

  3. The RSIP is not related to any of the following Houston Airport System Programs • The Ongoing EIS for a Future IAH Runway • The City of Houston Land Use Ordinance • The City of Houston Height Hazard Ordinance

  4. Background • In 2000 the FAA developed an Environmental Impact Statement (EIS) • The FAA issued a Record of Decision (ROD) on the EIS in late 2000 • The ROD states that: “HAS will reevaluate the noise environment during subsequent updates of the Airport Master Plan, typically updated at 5 to 10 year intervals. Should subsequent noise analyses indicate that noise levels in noise sensitive areas are approaching the threshold of significance, a remedial program, such as sound insulation, would be developed in consultation with representatives of the affected area.”

  5. ROD Implementation • HAS has performed periodic noise analyses since the ROD was issued. • It was not until 2009 that HAS found a significant impact in the North Hollow neighborhood.

  6. Methodology • Aircraft noise exposure in the IAH environs was analyzed for 2008 conditions in accordance with the methodology for preparing aircraft noise exposure maps contained in FA A Order 5050.4B. • HAS performed the noise analysis using the FAA’s Integrated Noise Model (INM). • The Noise Contours were overlaid on an aerial map. • The 2008 Noise Contours showed an increase when compared to the 2002 Noise Contours. • The 2008 65 DNL Noise Contour covers the North Hollow Neighborhood. Noise must be mitigated in the neighborhood.

  9. Federal Guidance FAA Order 5100.38C, the Airport Improvement Program Handbook defines the approved elements of remedial programs for aircraft noise. The following measures are potential elements that may be included in the RSIP.

  10. Aircraft Noise Remediation Program Available Under Federal Guidance • Sound Insulation • Purchase Assurance • Sales Assurance • Transaction Assistance • Avigation Easement

  11. Sound Insulation • Limits noise impact on community • Maintains or increases home values • Can make homes more energy efficient

  12. Points of Entry for Noise in Homes

  13. Possible Sound Mitigation Home Modifications Windows Replacement Windows Storm Windows Maintenance to Existing Windows Skylights Doors Replacing Prime Doors Replacing Storm Doors Weather-stripping Existing Doors Door Installation and Maintenance Sidelights Ceiling Modifications Modifications to Ceilings with Acoustical Tile Modifications to Gypsum Board Ceilings Insulation Walls Attics Vents Attic Vents Kitchen Exhaust Vents Through-Wall Exhaust Ducted Exhaust HVAC Modifications Central Air Conditioning Through-Wall Heaters and Air Conditioners Return Air Whole-House Exhaust Fans Miscellaneous Mail Slots Carbon Monoxide Detectors Glass Block Windows Fireplaces

  14. Sound Insulation Steps • 60 homes would be modified annually over a 3 year period • Homes within the highest 1 dBA noise increment will first be sound insulated (“worst first”) • Homes closest to extended centerline of Runway 9-27 • Homes located just outside of noise contour are included

  15. Sound Insulation • Pros • Limits noise impact on community • Maintains or increases home values • Can make homes more energy efficient • Cons • Minor disruption during the insulation process

  16. Transaction Assistance The FAA can only fund certain costs associated with the sale which are generally limited to the real estate sales commission. Property owners who wish to sell their property have an option to receive reimbursement for sales commissions incurred in the selling of their property. This would be offered with the following conditions. • The property owner must enter into an legal agreement with the HAS to participate in the Transaction Assistance Option (TAO) within one year of the start of the RSMP to qualify for the option. • The property owner must execute an avigation easement • Typically sales commissions run around 6% of the sales price in the Houston area. • Relocation assistance is NOT included in Transaction Assistance • HAS will still offer the RSIP to the new owners of the home

  17. Transaction Assistance • Pros • Lowers out of pocket expenses to homeowner who wishes to move • Cons • Least amount of reimbursement

  18. Purchase Assurance • If a property that fails to sell within a specified time period is purchased by the airport and then resold for continued residential use. • The airport purchases the property with an avigation easement at the appraised fair market value “as is” subject to airport noise. • Typically, noise insulation is provided and the property is then listed and sold subject to the avigation easement.

  19. Purchase Assurance • Pros • Provides a guaranteed buyer for the homeowner • Cons • HAS and the FAA have a limited annual budget allocated for this program. Dependent on the number of participants it could extend the program by many years. • Home values could be severely depressed during any acquisition process. • Residents would NOT be reimbursed for any relocation related cost. • Could result in vacant homes in the neighborhood.

  20. Sales Assurance • The appraised fair market value of the homeowner’s residence is guaranteed on a timely market sale, however the airport does not acquire the property. • Should the property sell for less than the appraised value, the selling owner is compensated for the short fall by the airport. • Property is appraised at its current fair market value “as is” subject to airport noise. • The property is listed and sold subject to an avigation easement that is conveyed to the airport at sale of the property.

  21. Sales Assurance • Pros • Guarantees fair market value for home sale • Cons • HAS and the FAA have a limited annual budget allocated for this program. Dependent on the number of participants it could extend the program. • Home values could be decreased for remaining homeowners. • Residents would NOT be reimbursed for any relocation related cost.

  22. Avigation Easement • An Avigation Easement allows for the free and unobstructed passage of aircraft, and noise and other effects of Aircraft Operation over the impacted property. • HAS would require the donation of an avigation easement in exchange for participating in any of the previously described program elements. • HAS will purchase avigation easements for any adjacent vacant and agricultural property . • If noise levels inside a home already meet FAA criteria, or if homeowner chooses not to participate in the program HAS will be willing to purchase an avigation easement.

  23. Next Steps • After this meeting the FAA and HAS will finalize the RSIP plan using your input. • The plan will include an option or a combination of options best suited for your community. • HAS will host a workshop to outline selected options(s) and to sign-up interested homeowners. • We plan to begin insulation of homes this construction season.
