  2. Background • Research based on questionnaires completed by participants of the BESG Deepening Democracy Project (DDP) funded by the French Embassy CSDF • Forms baseline for the DDP • Research focus: basic services and public participation

  3. Key points • Low level of awareness of FBS • Majority of DDP participants are indigent • Public participation is a concern: • Attendance at municipal meetings • Awareness of the IDP • Perceived poor municipal response to complaints

  4. Beginning of a process BESG wants to begin a process of interaction with your municipality to look at issues of: Public participation in order to enhance service delivery • Advertising (how?, when?, where?) • Municipal meetings (where?, when?, who?) • Information dissemination (how?, access?) Indigent policy and FBS implementation • Visibility in the IDP • Adequate funding (equitable share, cross-subsidisation) • Linkage to strategies for poverty alleviation
