  2. Interdepartmental Fees and Charges Committee(IFCC) • Established under the charge of the Budget Committee • Policies and procedures reviewed by a number of campus constituents, then approved by the Budget Committee

  3. Request for fee information issued 11/14/04 • Fee increases - due by 1/28/04 (extended to 2/11/04) • No increase – due by 2/27/04 • Applies to all fee for service operations • Clarification (forthcoming)

  4. Establish IFCC conduct rules • Campus areas of representation • Meeting frequency • Service period of membership • Permanent seats • Director of Financial Planning and Budgets (Finance Division) • Director of Cost Analysis and Compliance (Research Division)

  5. Establish Oversight Body • Existing formal body (ACT, CCSF, BOG, BOT, HAB, etc.) • Research Service Centers (OSR-authority delegated by IFCC) • All other interdepartmental (IFCC) • Departmental oversight

  8. Definition of a Research Service Center (must meet three criteria) • The operation: • Entails a scientific based process, or • Is grounded in discovery or obtaining new knowledge, or • Is highly complex or technical requiring a specialized methodology or expertise

  9. Definition of an RSC(continued…) • The service exists primarily to support sponsored research …a substantial percentage of total charges are made directly to sponsored project accounts…

  10. Definition of an RSC(continued…) • The amount of charges to sponsored research is material …a minimum of $10,000 is directly charged annually to sponsored projects…

A. Does the operation: 1. Entail a scientific based process, or 2. Is it grounded in discovery or obtaining new knowledge, or 3. Does it use a highly complex or technical methodology that requires specialized expertise? D. Does the operation charge other departments for the service? No No No No Yes B. Request for Fee Information(Research Service Centers) • IFCC Research Service Center Billing Request Form (or suitable substitute) • Due date February 27, 2004 (same as business and administrative service centers) • Submit to Cost Analysis section of the OSR • Research Service Center Survey Form • Due date March 19, 2004 • Submit to Cost Analysis section of the OSR
