Open Access Telecom Network will provide a solid base for economic growth by: • Helping businesses be more competitive • Creating opportunities for new jobs • Attracting telecommunications intensive businesses • Enhancing excellence in education, government, and health care Development Authority of the North Country

What is the OATN? • 450 miles of fiber optic cable throughout Jefferson, Lewis, and St. Lawrence Counties, including connection to Syracuse, plus electronic and optical transmission equipment • POPs are located in communities with good opportunities to expand competitive commercial service offerings Development Authority of the North Country

  5. What is the OATN? • POP electronic and optical gear is configured to provide users with virtually unlimited capacity for expansion – OC – 192 backbone; T-1 to OC-X and 10/100/Gig Ethernet services • Constructed to Bell Core industry standards Development Authority of the North Country

The OATN has been developed through: • Public-private partnerships • US Department of Commerce, Economic Development Administration, and Representative John McHugh ($3.0 million) • New York State and Senator James Wright ($6.25 million) • M&T Bank ($9.4 million) Development Authority of the North Country

OATN Construction: • In August 2003, the 450-mile route was selected by MasTec, and system engineering and design were in full swing • Local utilities critical to the engineering and design process • Corning, Inc., selected by MasTec to supply cable for the OATN project • Nortel selected to provide equipment for POPs and end user locations Development Authority of the North Country

OATN Operations: • Is operated as a wholesale transport network • Is a registered carrier with NYS Public Service Commission, and US Federal Communications Commission • Provides telecommunications circuits to local and long distance carriers, ISPs, data services providers, and cable/TV companies which in turn provide retail services to businesses and consumers in the region • Began operations October 2004 Development Authority of the North Country
