  19. Recommendations by Review Mission • A separate MDM cell at different levels namely State, district and mandal should be established. • Manpower may be engaged for these cells for proper implementation of the MDM scheme. • The State needs to speed up the construction of kitchen-cum-stores in all eligible schools. • MIS should be developed to ensure proper monitoring of the scheme. • Pending transportation cost should be paid to lifting agency i.e. AP Civil Supplies Corporation without further delay and suitable mechanism may be established to make regular payment to lifting agency.   20. Recommendations by Review Mission • A study should be conducted to assess the consumability of children in tribal areas by any eminent research institution. • Orientation training may be given on aspects of safety, hygiene and sanitation apart from cooking Cook-cum-helpers. • Instructions regarding the revised norms of the scheme should be communicated and made available at various levels. • Orientation training for staff in MDM. • A grievance redressal cell at State level may be set up as per the GOI guidelines. It will communicate complaints to the concerned authority without delay. Ministry of HRD, Govt. of India

Web Based MIS The Deputy Director, National Informatics Centre and Center for Good Governance , Hyderabad was requested to send the proposals for developing the software system for Mid Day Meal Scheme at the State from field level to Head quarters. The work is under process with positive steps. Ministry of HRD, Govt. of India

  23. External Evaluation • “An impact on the Nutritional Status & Cognitive abilities” of the children at Primary and Upper Primary in rural and urban areas in Andhra Pradesh has been entrusted to the Human Development Department of Acharya N.G.Ranga Agricultural University Hyderabad. The Study is under process. • The Director, SCERT, Andhra Pradesh has been requested to organize District wise impact of Mid Day Meal programme on children’s enrollment in all the 23 Districts through the DIET Principal. This also is under process.

  24. Grievance Redressal Mechanism • At State Level Commissioner & Director of School Education is the State level Grievance Redressal Officer. • At District Level Joint Collector is the District level Redressal Officer. • The District Collector and Magistrate treat every MONDAY as GRIEVANCE DAY to reduce the grievances of the MDM programme and taken up the grievances from the public on par with other subject of their districts. Proposed MME Plan • The following activities are proposed in MME Plan : • Introduction of IVRS based MIS system. •  Engagement of manpower at State, District and Block level •  Hiring of vehicles for monitoring purposes. • Publicity , Awareness campaign. •  Training to cook-cum-helper . •  Printing of monitoring & evaluation formats, registers etc. •  External Evaluation.   34. ISSUES • No SSMC Meetings. • Action taken note is still awaited on Review Mission’s recommendations. • Slow progress on construction of kitchen cum stores. • Weak convergence with SHP, NRHM. Ministry of HRD, Govt. of India
