WESTERN CAPE EDUCATION DEPARTMENT Roles of examiners & Internal Moderators Pre-setting meeting • Discussion of the exam guidelines, format of the paper, transition issues and modus operandi • Movement of papers closer to NCS FET in each subject • Setting of questions • Understanding of all instruments for setting questions • Checklist for examiners and moderators • Setting of work schedule + deadlines

WESTERN CAPE EDUCATION DEPARTMENT Setting of papers • Initial papers set independently of Internal Moderators • Examining panels working as team • QP evaluates learners’ achievements and promote effective teaching and learning • Draft QP must fall within the ambit of the syllabus and Exam guidelines • There must be a proper weighting given over the syllabus • The length of the papers must tally with time allocated • The questions and symbols used must be clear, unambiguous and grammatically correct

WESTERN CAPE EDUCATION DEPARTMENT • Terminology used must be in line with WCED guide to terminology • Draft paper must be fair and graded to differentiate between HG & SG • Memo must be set out in detail and marks judicially allocated • The QP must attempt to address the 7 critical cross-field outcomes agreed upon by SAQA.

  4. WESTERN CAPE EDUCATION DEPARTMENT Role of Internal Moderator • He/she has the final say internally. However, the UMALUSI moderator has the overall say • Paper with Int Mod not to exceed 20 days • Checking of the coverage of the entire syllabus • Ensure that the QP is in accordance with the standard of UMALUSI • Ensure that language used is accessible • Ensure that questions tackle key, critical issues • Check that there is a range of higher appropriate order vs lower order of ques.

WESTERN CAPE EDUCATION DEPARTMENT Role of Umalusi Moderator • Amends the QP where necessary • Umalusi Moderator has the final say over the question paper - Approves / rejects/ amends 3rd meeting of examiners with Int Mod • Discussion of the implementation of Umalusi Moderator’s recommendations

WESTERN CAPE EDUCATION DEPARTMENT Final Proofreading of the Question paper • The chief examiner and Internal Moderator proofread the question paper & sign off Preparing Marking • Internal Moderator quality assures the marking of his/her examiners Memo Discussion meeting • Meeting MUST be attended by examiners, Internal Moderator and markers

WESTERN CAPE EDUCATION DEPARTMENT Moderating at Marking Centre • Moderation is done by examiners and those appointed to do so External Moderation • 20 scripts are sent to the external moderator Examiners’ Reports • Non negotiable - responsibility of Chief examiner - to be submitted on the last day of marking

  11. WESTERN CAPE EDUCATION DEPARTMENT SETTING OF QUESTION PAPERS THE BASICS • Please refer to paragraph 3 of the “Instructions to Examiners and moderators” for a full understanding of the setting of QP • QP that consist of pictures, please submit originals for scanning at the Dept

WESTERN CAPE EDUCATION DEPARTMENT TYPING OF QUESTION PAPERS • All QP are typed at Head Office by the Departmental typists • Deviations from this policy are allowed only in exceptional cases and with the approval of the Head of Education • Majority Examiners are typing their draft QP on personal computers, it became necessary to formulate a procedure

WESTERN CAPE EDUCATION DEPARTMENT Procedure for typing QP on personal computers Examiners who type their draft papers on personal computers, must follow the following procedure: • The draft QP may be typed ONLY by the examiner who has signed a contract of confidentiality • The QP may under no circumstances be typed or handled by your husband/wife, school secretary or anybody else • Typing or writing of QP must be done on one side of the page only

WESTERN CAPE EDUCATION DEPARTMENT • QP must be saved under a reference which do not have any bearing to the name of the subject or the date of the examination • The moderated QP (master copy) and the computer stiffy containing the relevant files together with the password, must be submitted to the Department on or before the deadline • Virus-free stiffies must be used • After the first proof has been checked, the draft QP must be deleted from the examiner’s personal computer and/or stiffy/stiffies • Questions in English and Afrikaans must be typed or written on corresponding pages and opposite each other to facilitate checking and editing • Do not type in text boxes

  15. WESTERN CAPE EDUCATION DEPARTMENT • The following format and page setup must be used when typing QP on personal computers Program to be used: MS Word Font: Times New Roman Font size : 12 Paper : A4 (21cm width, 29,7 cm length)

WESTERN CAPE EDUCATION DEPARTMENT Procedure at Dept after Draft QP has been received • Contents of the stiffie is loaded onto the hard drive of the departmental computer and will then serve as the original reference source • The master copy is edited by the Dept Language Service • Department typists transfer the corrections to the source document • A copy of the source document (first proof) is send to the examiner for proofreading

WESTERN CAPE EDUCATION DEPARTMENT NUMBERING OF QUESTION PAPERS Please refer to paragraph 7 of your “Instructions to Examiners and Moderators” If the QP consists of more than one section, numbering must be continuous and questions in a section must follow numerically on the questions in the previous section. Example: Section A Section B Section C Question 1 Question 3 Question 5 Question 2 Question 4 Question 6

  18. WESTERN CAPE EDUCATION DEPARTMENT PAYMENTS FOR SETTING & MODERATING OF QUESTION PAPERS Previous cycle’s payment will be expedited before the marking period (end of Nov 2004 Panel of examiners must ensure that claims are submitted to the Dept by mid October 2004 Claim forms are available

WESTERN CAPE EDUCATION DEPARTMENT TIMEFRAMES FOR SETTING QUESTION PAPERS The submission dates for the question papers of the new cycle (November 2005 to March 2008) are: November 2005 and March 2006: Reach the Dept on or before 18 October 2004 November 2006 and March 2007: Reach the Dept on or before30 June 2005 November 2007 and March 2008: Reach the Dept on or before 30 June 2006

  21. WESTERN CAPE EDUCATION DEPARTMENT The draft question papers with their memorandum must reach, the internal moderator on or before 15 May of that particular year. Only the November 2005 and March 2006 examination QP with the memorandum, must reach the Internal moderator on or before 30 September 2004. The Dept will not accept unmoderated QP, therefore Examiners must ensure that their QP is moderated. When nearing holidays, examiners are asked to finalise their papers Examiners do not adhere to 7 day grace period to proof read QP. Examiners must please proof read the QP in the 7 day grace period. If this is not done, it put the exam personnel under tremendous strain.

  22. WESTERN CAPE EDUCATION DEPARTMENT IMPORTANCE OF THE DUE DATES • The QP must still go through a number of processes after the draft has been handed in • All QP must reach Umalusi’s due of 30 April • Printing of QP starts in April in order to get all the QP in time to schools

WESTERN CAPE EDUCATION DEPARTMENT IMPLICATIONS IF DUE DATES ARE NOT MET • Exam personnel are under tremendous pressure by trying to get the QP in from examiners • personnel spend endless amount of time contacting the panel for QP • Umalusi put pressure on the Dept if they don’t receive QP in time • Late submission of QP can jeopardise the printing process which again can result that QP are not delivered to schools in time.
