  2. PRESENTATION TO THE PORTFOLIO COMMITTEE OF DWAF 9 June 2004

  3. BACKGROUND 1.HISTORICAL PERSPECTIVE Faced with 1487 schools with no toilets and 1972 without water supply in 1995 ,efforts were made to address the problem. Successes were limited due to budget constraints. To-date 597 schools have been provided with toilets. That leaves the Department with the challenge of addressing 890 remaining schools, including farm schools

  4. Historical perspective( Cont.) • Of the 1972 schools registered in 1994 without water, 692 have since received water. Our EFMS database confirms this statement. That leaves the Department with the challenge of addressing 1280 remaining schools.

  5. SANITATION BY TYPE

  6. WATER SUPPLY BY SOURCE

  7. CURRENT INTERVENTIONS • SCHOOL BUILDING PROGRAMME: During the 2004/05 financial year 301 schools have been targeted for construction, including toilets and water supply as indicated below • RIDA SANITATION PROJECT 35 SCHOOLS in Maluti, Umzimkulu, Bizana, Lusikisiki, Umtata and Idutywa 694 seats will be provided.

  8. School Building Prog.( Cont.)

  9. CURRENT INTERVENTIONS ( Cont.) • AMATOLE SANITATION PROJECT 27 schools are being targeted for 164 toilets as well as 13 rainwater tanks.

  10. CHALLENGES • The 1490 mud-schools have shifted our focus from extensive renovations to run- down toilets( both pit-latrines in the rural areas and flush toilets in the townships). Inadequate funding towards the renovations was the result. • 527 schools need toilets immediately • 1280 schools need water

  11. CHALLENGES (Cont.) • BUDGET: The available budget for infrastruture for 2004/05 is R466m. Given the extent of the challenges above (R 2,1billion to replace mud-structure over the next 5 years ) additional funding is required to deal with sanitation and water backlogs
