Reeves v. Barlow

The Arizona Court of Appeals has determined that school districts cannot allocate Classroom Site Fund (CSF) resources to individuals who are not certified teachers. However, districts retain discretion to include certified individuals in these payments, specifically for base pay (011) and performance pay (012), while menu pay (013) is excluded. This ruling aligns with §15-977H under certain justifiable criteria. The decision also overrules previous Attorney General Opinion AGO I01-014, clarifying the funding authority of school districts.
