  2. When • Bill Clinton was impeached by the House of Representatives on December 19, 1998 • A two-thirds majority vote (67 senators) was needed to remove Clinton from office.

  3. Why • Clinton was impeached on two charges. One of perjury and another on Obstruction of Justice. No democrat in the senate voted guilty on either charge • A second Perjury charge and an Abuse of power charge failed in the House. He was acquitted of both charges by the senate on February 12, 1999.

  4. Investigation • Ken Starr began the investigation of Clinton with the approval of U.S attorney general Janet Reno. • Investigation included alleged abuse, alleged misuse of FBI files, and Clinton’s conduct to sexual harassment lawsuit filed by Arkansas government employee, Paula Jones

  5. Paula Jones • Paula Jones is a former Arkansas state employee who sued Clinton for sexual harassment. • The initial incident occurred May 8, 1991 but she remained quiet until 1994. • She filed a sexual harassment suit on May 6, 1994 and sought $750,000 in damages. • Clinton Entered into an out-of-court settlement to pay Jones and her attorney's $850,000.

Monica Lewinsky • During the investigation, Linda Tripp provided Starr with taped phone conversations with a former White House intern, Monica Lewinsky, who discussed having inappropriate sexual relations with Clinton. • Starr obtained further evidence of inappropriate behavior by taking the computer hard drive and Email records of Lewinsky.

  7. Investigation continued • Based on Clinton’s conflicting testimony, Starr concluded that he had committed perjury. • Starr was criticized by the Democrats for spending $70 million on an investigation that substantiated only Perjury and Obstruction of Justice.

January 1998 Press conference • When rumors of the Lewinsky Scandal reached the news, Clinton, against his lawyers orders, publically stated “I did not have sexual relations with that woman, Miss.
