  2. Less than 500 fatalities! • For the first time since 1950, Sweden has succeeded in bringing the death toll down below the 500-line • All areas of road safety are showing favourable trends except for fatalities related to alcohol and other drugs and to motor-cycles

  3. Reasons for improvement • Lower BAC limit • Increased random breath testing • Intensified attitudinal work • Stiffer penalties

  4. Reasons for deterioration • Increased alcohol consumption • Less random breath testing • Less attitudinal work • More lenient penalties

  5. Increasing alcohol consumption • 1996 Swedes (older than 15) drank 8 liters of pure alcohol per person/yr • 2004 consumption had increased to >10.5 liter

  6. Total consumption vs DWI An increase of 1 liter yields 11% more DWI An increase of 1% yields 0.6% more DWI

  7. FATALITIES An increase of 1 liter yields 8% more fatalities

  8. The no. of deaths caused by alcohol intoxication has increased 1998 – 2001 by60%

  9. The no. of people treated for alcohol intoxication was doubled between 1998 and 2001

  10. Young people, aged 15-19/100 000, treated for acute alcohol intoxication

  11. Despite this knowledge… • Sweden will probably be ”forced” to lower alcohol taxation by ~ 40%

  12. Alcohol policy – 4 alcohol-free areas of life • Pregnancy • Youth and adolescense • Workplace • Transportation

  13. Tools which could be used • Alcohol Ignition Interlock Devices, AIID • Designated driver programs • Electronic Driving License, EDL • Graduated licensing • Raising drinking age • Vehicle sanctions

  14. New development in Sweden Government Investigation Comm AIID in new motor vehicles by 2012 AIID in buses and trucks by 2010 AIID for all drunk drivers AIID for problem drinkers Stimulate public acceptance Stimulate R&D

  15. Alcohol should only be sold as a cure for hang-over
