  4. August HSPE Overview Who can test: Students enrolled in grades 10, 11, and 12 (during 2013-2014 school year) and non-enrolled 12th graders. This includes students who met or did not meet standard, did not participate in testing, or who have transferred from out-of-state. Subjects: Writing and Reading Test Dates: Writing Day 1 - Tuesday, August 12th Writing Day 2 - Wednesday, August 13th Reading - Thursday, August 14th Test Location: Students will choose their testing site. All school districts have either designated a testing site in their district or collaborated with a neighboring district to provide a site. Students may also contact OSPI to register to test at a different district’s site.

  5. Step 1: Communicate Communicate information to staff, students, and parents about the August HSPE registration and testing; see WAW issue 2014.10 for details. Students should be reminded of the following items: • Arrive at testing site at 8:00 a.m. Testing begins at 8:30 a.m. • Bring to testing: • School or Government picture ID • Spring score report (if possible) • Lunch or contact district for specifics regarding arrangements for lunch (breaks and lunch are required to be supervised)

Step 2: Registration • Students, parents, and administrators may use the 24-hour online system to register • The State Student ID (SSID) number is required: https://www.k12.wa.us/testregistration/ Extended registration from June 28 – July 15, Call (800) 725-4311, opt. 3 from 8:00 a.m. – 5:00 p.m.

Step 2: Registration • A Toll free registration support line (800) 725-4311, option 3, has been established by OSPI to assist students who have difficulty with the web registration process or who do not have access to the internet. • Coverage is from June 3rd – June 26th June 28th – July 15th, Monday through Friday, from 8:00 a.m. – 5:00 p.m. (excluding weekends and holidays).

  8. Step 2: Registration Make your subject selection. You may also modify your selection if you have already registered by removing or adding content.

Step 2: Registration • Select any writing or reading accommodations required. • Districts must check to be sure the accommodations are documented in the students IEP or 504 plan, or as English Language Learners. • Large print and braille test forms must be ordered separately through Students Requiring Services (see slide 11)

Step 3: Ordering Accommodated Materials Districts are required to Pre-ID students who need accommodated forms during this window. • The window for ordering accommodated materials for registered students is June 3-26.July 10 – July 15. • Braille (Reading and Writing) • Large Print Test Booklets (Reading and Writing) • Read-Aloud Reading CD (Reading only) • Ordering will be done in WAMS through the Students Receiving Services application.  Students must be registered for the August administration through the regular pre-registration application first. Registered students will show up in the Students Receiving Services application. Districts will select and order the Large Print, Braille, or Read-Aloud Reading CD test forms as needed. • Ordering during this window will Pre-ID students to the correct testing format. Extended registration!

  12. Step 4: Alternate Shipping Address Needed for the Summer? OSPI will use the district address reported in WAMS under the Profile tab to ship August test materials (Directions for Administration, test booklets, accommodated forms and Student Pre-ID Adhesive Labels). If this address is inappropriate for the August shipment, you must request an Alternate August Shipping Address ‘Fax Me!’ form from the Assessment Operations Office at Assessment@k12.wa.us. This completed form must be submitted by fax to (360) 586-2728 and received by the Assessment Operations Office by no later than end-of-day on July 3, 2014.

Step 5: Review Contact Information • Double check your contact information in WAMS under Profile. • If a family needs to reach the DAC or Test Site Coordinator, OSPI will provide the family with the Name, Phone Number, and email of the DAC and summer Test Site Coordinator. This information will be posted on our Web site for reference: http://www.k12.wa.us/TestAdministration/Contacts.aspx

Step 6: Receive and Inventory Your Materials & Order Additional Materials • Immediately review contents of your shipment to ensure adequate materials are available for testing. • ACMs and HSPE DFAs are available for downloaded from the OSPI Test Administration Web site: www.k12.wa.us/TestAdministration/Instructions/. • If necessary, additional material may be ordered using the WAMS-Material Order page: https://eds.ospi.k12.wa.us/Login.aspx. • August HSPE Additional Order Test Materials Schedule: http://www.k12.wa.us/TestAdministration/TestMaterialProcessing.aspx • Schedule: • ACMs: July 10 July 9 – August 7 • DFAs: July 24 July 9 – August 7 • Test Booklets and Accommodated Forms:July 30 – August 7 • Return Shipping Materials:July 30 – August 14

State Testing Schedules • Uniform administration of state assessments ensures that no one student has an unfair advantage over any other student: • Allow an additional 15 to 20 minutes for test proctor activities • Breaks are not included in the timeframes below, follow breaks as outlined in the Directions for Administration for each test. • Assessments are untimed but must be completed by end of the school day in which it was started. • There is no make up testing for students who miss a day of the August HSPE testing. All test administrations begin at 8:30 am Schools can accommodate students who arrive shortly after testing begins, if there is no interruption to other students.

  16. Step 7: Train your Proctors • District Assessment Coordinators are responsible for identifying all Test Site Coordinators and Test Proctors. Ensure that all administrators and Test Proctors are sufficiently trained.  On July 1, OSPI will release a PowerPoint to help districts with training:  www.k12.wa.us/TestAdministration/Trainings/. • Test Security Assurance Forms must be signed prior to and after administering the exam. • Complete Administrator training in time to support all test administration processes. • Complete proctor training in time for Test Proctors to become familiar with processes and specific student directions.

  17. Frequently Asked Questions When will results be available? Results from the August 2014 HSPE will be available by mid-October. What happens if a student registers and is unable to make it? It will not count as an attempt if a student is unable to make it on the testing day. When will my test materials arrive? ACMs arrived in district on June 17. DFAs (English) will arrive by July 23. Test Materials, DFAs (Spanish), and Shipping Materials will arrive by July 29 (registration window 1) and August 5 (registration window 2) What happens if a student is unable to register within the window? Students who miss this pre-registration window may contact the district and indicate their interest in testing. Districts may use their 15% overage material to accommodate students. Additional standard and accommodated materials may be ordered using the WAMS-Material Order page: https://eds.ospi.k12.wa.us/Login.aspx.

  18. Frequently Asked Questions (continued) What test materials can I expect to receive? You will receive 2 ACMs per district and an additional 2 ACMs per test site. You will also receive 1 DFA for every 20 students registered (at least 1 per test site). You will receive a test booklet or accommodated form for each student registered as well as an additional 15% overage for students who register late. How do I know who is registered at my school or district? Review the Pre-ID Roster in WAMS. More information about this Pre-ID Roster is available on page 21 of the ACM: https://eds.ospi.k12.wa.us/TestingManagement/Operations/Preid/StudentRoster.aspx?test=August When will my district receive funding for August HSPE Testing? Reimbursement to districts will appear in the November apportionment payment. A total of $3,500 per site will be provided to school districts for each testing site where 1 to 30 tests are administered and $6,000 where 31 to 100 tests are administered.  An additional $20 will be provided for each additional test. A student who takes the writing assessments will be counted as taking two tests. See the WAW Issue 2014.10 for more information.

After Testing: Documentation • Test Security Assurance Forms signed prior to and after administering exam • Proctor Training Logs • School/Site Administration and Security Report • Pre-ID Roster signed by the Principal (1st page only) • Deliver the Pre-ID Roster with annotations to the District Assessment Coordinator or Test Site Coordinator
