Mission and Vision • Mission: To prepare local public health staff for effective response to, and protection of, the public's health needs through a competency-based training and recognition program. • Vision: A public protected from bioterrorism, infectious disease outbreaks, and other public health threats and emergencies.

  5. Steps for Success • Initial self-assessment • Envisioning the process as a series of realistic steps • Designating process lead(s) • Identifying partners and partner roles • Involving staff and upper management • Educating and involving policymakers and governance structures
