Features • Integrates Mobile, GIS and Web Technology to Deliver Services • Establishes m-Governance in State for delivering government services through multi-channel delivery systems and implementation of Standard Operating Procedure across field formations • SMS based reporting(PUSH and PULL Service), SMS alert at every stages of poll processes with support of Help Desk and Enquiry Facilities. • Offline and Online data Storage provides public and officials to access applications with/without internet. GEO-tagging and time stamping of Events adds transparency and creditability • Detailed analytics, citizen query response system and DASHBOARD for different level of administration

A. Matdata • Matdata App for Voters’ facilitation – To search details of enrollment in Electoral Roll through EPIC Number or Name. • Locating Polling Station on Google Map.
B. Matdaan • Matdaan App used for Poll Day Monitoring like Poll events, Polling Parties reached, PS Image, Vote Casted, Voters’ Images etc. during Bihar Legislative Assembly General Election, 2015.
C. Complaint Monitoring (SAMADHAN) • All complaints received from all sources integrated into Samadhan (Helpline, SMS, Mobile App/online) • Provision for online submission of complaints with photographs / videos through android app • Complaint received / disposed – SMS sent to complainant • Complainant can track status and view ATR online through the android App • MIS available for monitoring by ECI/CEO/DEO/ RO • Total complaints received – 16,893,Disposed – 16,778
D. Vehicle Management System(SUGAM) OBJECTIVE • Issuance of requisition letters for vehicles • Capturing of vehicle details with address, mobile number and bank details of Owner & Driver • Generation of log book • Online entry of payment, POL etc. through VMS • Transfer of vehicles from one district to another district through VMS • Generation of payment calculation chart and release order • Information about payment / POL to vehicle owners through SMS • Provision of online complaints by vehicle owners regarding payment RESULT • 1,09,947 Vehicle registered on VMS for election duties • 53,354Vehicle released with full/partial payment • 144.96 crore paid through Sugam till date
e. ELECOM • 17500 Registrations • 2045 news items released • The ELECOM App was used for sending press releases of Election Department to all Media persons. • These press releases can be uploaded by CEO, Bihar office and all DEOs of the State. The system has been now adopted by PRD Bihar
F. SMS Poll Monitoring (Objective) • Computerized tracking of the election process with the critically important objective of being able to take timely action in real time. • It is an ‘Event based management system’ – from the time of dispatch till the time of deposition of election material after return of parties. • Polling parties are distributed in remote locations, so the challenge is to get the information timely • Events can be of predetermined nature ( eg. Polling party dispatched, arrived etc.) or of non-predetermined nature (eg. Incidents of violence). Both types of events need to trigger action on getting recorded into the system.
TYPE OF EVENTS – for which SMS is sent Pre poll- • Safe arrival of polling party at polling station. • Mock poll conducted. During poll • Poll started. • Hourly Polled Votes Report (Male, Female, Others) count. • Voters in queue at the closure of poll. Exception reports- • Poll Interrupted due to EVM Non-Functioning. • Poll interruption due to Law & Order problem. • Poll interruption due to other Problem. • Problem resolved Post poll • Final voter turnout. • Safe arrival of polling party at Reception Centre.
G. E-Counting • Use of online E-Counting software for uploading Form 17C (part-II)- table-wise/candidate-wise votes polled from the counting hall. • Generation of Form 21C, 21E and Form 20 from the E-Counting software. • Uploading of signed Form 21C, 21E, Form 20, Observers Permission and Candidate Acknowledgement in Hindi and Enligh on E-Counting software.
Impact Assessment • The ICT and Mobile Initiative has resulted in drastic reduction in efforts required to manage events of election management and improved productivity for district and police administration • Travel arrangement, vehicle, stay and dispatch schedule of forces have been effectively managed. • In-house software development has great potential for sharing and replication across country • Entire process change has resulted in timely and accurate reporting of pre and post poll events for different level of management • Grievance Re-dressal Mechanism has been made effective and transparent • Establishing Mobile framework for data management, Mapping of existing infrastructure and its coverage, with appropriate technology framework and standards may go a long way in reaping benefits of collaborative dynamic environment and may lead to large scale benefits.
Mobile InitiAtive - Other Distinctive Achievements • Winner of “Award of Excellence” at CSI-Nihilent e-Governance Awards 2014-15 • Shortlisted for ”National Award for E-Governance” by DARPG, Govt. of India this year
Conclusion • This Mobile e-Governance project has been developed as the core infrastructure for enabling the availability of public services through handheld devices. Mobile technology has been used to support location specific decision making so that dynamic decisions at different level of governance can be supported
