Requirements • GSFC 311-INST-001 • Instructions for EEE Parts Selection, Screening, Qualification • Minimum EEE Parts Criteria for Level 3 = Moderate level of risk, as permitted by cost constrains • Parts in compliance with 311-INST-001, Level 3 (Grade 3) requirements and Standard parts • Use of GSFC PPL 21 (GSFC Preferred Parts List), design permitting • Particle Impact Noise Detection (PIND), per MIL-STD-750 and MIL-STD883, required for cavity devises • Impose on manufacture, if possible • When needed, have DESC approved test facility perform testing • Customer Source Inspection (CSI) and/or Destructive Physical Analysis (DPA) for complex or known problem devices

Requirements • (continued) • Non-standard EEE parts will require at a minimum: • Plastic Encapsulated Microcircuits (PEM) Selection, Screening, and Qualification (NASA/TP-2003-212244, PEM-INST-001) • DPA, Preconditioning, Highly Accelerated Stress Test (HAST), and CSAM (Center for Surface Analysis of Materials) Testing • Radiation Testing • Total Ionizing Dose (TID) Requirement is 66Krads (si) • - Review existing test data from GSFC, JPL, and manufacturer • - Review NASA “where used” historical data • Parts can be used, if data and or orbit requirements equal or exceed • THEMIS requirements • Cobalt 60, TID testing will be performed as needed • Single Event Effects (SEE) use existing data or historical use (similarity) • - Whenever possible designers will use latchup immune devices

Parts & Material Quantities • Quick Overview SCM, EFI, BMD, BEB, DFB, FGE/PCB, DCB/ETC, LVPS, SST, ESA, Backplane: • 5 Flight + 1 Flight Spare • EFI • Preamps: • 6 Flight per SC+ 4 Flight Spares (40 Total) • Spin Plane Boom (SPB): • 4 Flight per SC+ 4 Flight Spares (28 Total) • Axial Boom (AXB): • 2 Flight + 2 Flight Spares (14 Total)

EEE Parts List - I • UCB/SSL QA will maintain an EEE Parts • Identification List (PIL) • The PIL will contain: • Manufacturer’s generic part number • Military Part Number or SCD number • Manufacturer(s) • Where used (unique assembly) / Quantity • Quantity used • Quantity ordered • Lot/Date Code • Radiation Status (TID/SEL) • Alert Status • Comments

EEE Parts List – II • (continued) • Parts will be procured to an approved Parts List. • Schedule permitting, will procure common buy. • Procurement of devices will be based upon design engineer’s confidence-of-use factor of 70%. • Unique, high-dollar items will be based on a 90%-100% confidence level. • Minimum Attrition / Spares factor of 20%-30% will be applied to flight procurement quantities. Non-standard devices will have more spares. • Schedule and cost permitting, engineering test units (ETU) will use flight qualified parts, especially, where minimum buy quantities are imposed. • ETU and Flight unit • Procurement will run concurrently

EEE Parts List – III • (continued) • Flowdown Performance Assurance Implementation • Plan (PAIP) requirements on subcontractors • Parts Control Board (PCB) • PCB members are: Themis QA, Design Engineer, and Themis Project manager, or representative • PCB shall review EEE part for: • Testing, Screening, and Qualification Failures • Alerts (e.g., GIDEP) • Review Non-Standard Parts Requirements
