Public Hearings & Consultations:How can they be done better? • Related functions of the Commission: • Consult, to the extent the Commission considers appropriate, any person or group who or which may be affected, or is likely to be affected, by the decisions of the Commission - Section 17 (b) of PUCSL Act, No. 35 of 2002; • Hold a public hearing, where it deems necessary in the public interest, in order to investigate or determine any matter; • Appoint a Consumer Consultative Commission; • Prescribe as Rules or recommend making Regulations, a procedure for the review of Transmission & Bulk Sale Tariffs or Distribution & Supply Tariffs • Publish a notice prior to: • Grant, modify, assign or revoke licenses or exemptions • Make an enforcement

Public Hearings & Consultations:How can they be done better? • From commencement of regulating the electricity industry in April 2009, the Commission has conducted: • Public hearings relating to tariff setting; and • Public consultations relating to: • Setting NCRE tariffs; • Development of certain Regulations, Codes, Policies etc.

Public Hearings & Consultations:How can they be done better? • In order to consult stakeholders better, the Commission: • Is establishing Regional Consumer Consultative Societies, under the Consumer Consultative Committee (CCC) • Shall prescribe by Rules a procedure for the review of Transmission & Bulk Sale Tariffs or Distribution & Supply Tariffs, which shall include: • A timetable for the review of tariffs by the Commission; and • Provision for consumers and other interested parties to participate in the procedure for review • Shall involve the CCC in its preparation of regulatory instruments and decision making process • Other?
