  1. Issue : • JtCGDA and PCDA sought clarifications in May 2013, on rent free accommodation, remunerations, approvals, contractual period, overheads, services provided, unutilized funds, allotment of sub-project to private agency, taxes paid etc. He also sought clarifications on a complaint received by CGDA. • Reply was initially furnished by DRDO and after further communications from PCDA, all the required clarifications were provided by DRDO in Feb 2014, after obtaining required data from IDST. • Interactions were held with Senior members of IDST at Delhi and at Bangalore. Deliberations was held with a number of Lab Directors to obtain their views.

Major Complaints / Observations : • Work package initiated in the Lab, is not based on authenticated requirement. • IDST really does not provide names for project Investigation based on its data base held, on expertise. Project initiation is individual’s request based. • Nature of work performed by some are not technical or related to work package. • IDST branch does the limited role of collecting money and making payments to PI & team. • Some are continuing for too many years as PI. • PI does not have any accountability. • 20% over-head charges are too high and has to be reduced. • DRDO spends 35% additional on PI’s travel and contingencies and unutilized funds not returned.

  3. Recommendations : • a) General • IDST was formed with noble & definite intentions. It should be rejuvenated and continued. • We intent to utilize the technical expertise gained by the officer even after his/her superannuation. This expertise is available as the knowledge and experience with the individual. IDST activities should be focused towards this. • This expertise is usable for a) new design inputs & solution providing during development b) review of design or implementation plans c) testing and evaluation d) quality assurance related activities e) software IV & V and f) technical report preparation. • Usage of IDST route, for routine jobs and for administrative & management functions or co-ordination activities should not be encouraged.

  4. Recommendations... • b). Projects • Labs should define the work package to be executed by IDST in detail. The duration of the projects is not to exceed 24 months. There should be verifiable end goal with one or two intermediate milestones. • Release of funds to IDST will be 25% in advance and to be milestone linked. • Sanctioned Project details will be put on DRDO’s DRONA website, just after sanction. • IDST pays 12.5% as service charges which is provided by project. It pays TDS in advance and gets it reimbursed. • It is recommended that the overheads to IDST, which is presently 20%, be fixed at 14% now and reduced to 10% after 4 years.. At the branches, only 2 officers may function as office bearers instead of 4. The IDST Hqrsmay retain the number of office bearers to be the same, as is, at present.

IDST assignment projects, may be undertaken & completed by PIs within 7 years from their superannuation date. • 7.  IDST PI may be provided with a fixed Rs.10K per month grant in the project, towards his commutation expenses, in addition to his fixed honorarium, with due consideration to the age.

  6. Recommendations... • c) Functions • IDST could take up training & mentoring responsibilities in the laboratories. IDST could conduct training courses including CEP. • IDST members can be invited to participate in design reviews, based on their expertise. • The established professionals in IDST can contribute to the new technology initiatives for new weapons. • IDST professionals can participate in system testing & evaluation activities. • IDST professionals can support in preparing the necessary documentation as per various standards being followed.

Recommendations... • c) Functions... • IDST can expand its activities to engage with public & private sector undertakings and other national establishments engaged in the area of Defence. • IDST can support in attracting cream of human resources to DRDO by articles written by them projecting the correct image. • IDST can publish, through DESIDOC, the magazine - Indian Defence Research & Technology. • In the past ten years, IDST has not apparently flourished into a technical consultancy agency in demand by all who are engaged in defence related development activities. This has to be corrected by revalidating the expertise listed by individuals in IDST.

  8. Recommendations... • d) Administrative • Rent free accommodation provided to IDST may be continued for next 3 years and at the end of it, it may be reviewed for levy of subsidized charges as per the usage. • Travel grant usage out of project may be verified/scrutinized at IDST Hqrs level. • Present method of PI selection may be changed to formal selection by a committee. • Unutilized funds of project may be returned to Lab, after audit, within the main project duration.
