  2. NFPA 1600... • How an Idea Becomes an NFPA Document… • Person or organization identifies a need. • Need is presented to the NFPA Standards Council. If approved; • Technical Committee is organized. • Recommendation for new document is published in professional journals. • Committee meets to review proposals, develop its own proposals, and prepare report.

If approved; • Report on Proposal published for public review and comment. • Committee meets to act on each public comment received. • Committee votes on actions taken on public comments. If approved; • Report on Comments published for public review. • NFPA membership votes on Committee report or adopts document.

NFPA 1600... • How is the NFPA 1600 Committee Organized? • Users-representatives of entities subject to, or voluntarily using the document • Enforcers-representatives of entities that promulgate or enforce standards • Special Experts-Persons not representing any other classification, but who have special expertise in the scope of the document • Insurance-representatives of insurance companies or inspection agencies. • Committee must have roughly equal numbers of each classification.

NFPA 1600... • How Do You Read an NFPA Document? • All NFPA documents follow the same format. • Only the Chapters proper have the force of the standard. • Numbers followed by asterisks* refer the reader to additional information in the Appendices. Information found in appendices or footnotes are for explanatory or supporting purposes. This information does NOT have the force of the standard.

  8. NFPA 1600... • Who does NFPA 1600 Apply to? • Any public or private entity that is required to develop emergency response plans by agency/company policy, legislation, regulation, or code.

  9. NFPA 1600... • Does My Company, Jurisdiction or Agency have to Adopt NFPA 1600? • No. Adoption of any NFPA Standard is voluntary. However… • NFPA Standards are generally accepted as industry standards. In the unlikely event that your program ends up in court, it may be compared to it.

  11. NFPA 1600... • Program Must Include the Following Elements: • Comply with existing laws and authorities NFPA 1600 is an umbrella. Whatever regulations, codes, standards or practices you are currently required to follow remain in place.

NFPA 1600... • Program Must Include the Following Elements: • Resource management process • Tied to identified hazards • Identifies resource shortfalls and alternate sources or strategies • Includes a current inventory of internal and external resources • Addresses donations • Provides for mutual aid

NFPA 1600... • Program Must Include the Following Elements: • Direction, Control and Coordination • Use an incident management system (such as ICS) • Identifies level of implementation depending on severity of the incident and capability of the entity • Coordinates response, continuity and recovery activities with appropriate internal and external agencies • Complies with applicable statutes or regulations.

  17. NFPA 1600... • Program Must Include the Following Elements: • Communication and Warning • Alert responders and officials • Warn those who may be impacted by a disaster • Must be formally developed and tested

  18. NFPA 1600... • Program Must Include the Following Elements: • Operations and Procedures • Life-safety procedures to identify and track responders • Specific to identified hazards • Damage assessment and situation analysis • Transition to recovery

  19. NFPA 1600... • Program Must Include the Following Elements: • Logistics and Facilities • Procedures to locate, acquire, distribute and account for resources needed to support the program • Facility (EOC) identified, equipped, tested, and maintained.

NFPA 1600... • Program Must Include the Following Elements: • Training Program • Develop and enhance the skills needed to develop, implement, maintain and execute the program • Program will identify frequency and scope of training • Must include training in the jurisdiction’s incident management system • Record keeping

NFPA 1600... • Program Must Include the Following Elements: • Exercises, Evaluations, Corrective Actions • Shall include assessment of plans, procedures and capabilities • Shall include periodic reviews, testing, post-incident reports, performance evaluations, and exercises • Shall include procedures to ensure corrective action on identified deficiencies

NFPA 1600... • Program Must Include the Following Elements: • Crisis Communications, Public Education and Information. • Procedures for dealing with the media • Procedures for dissemination of pre-disaster, disaster, and post disaster information to the public and media • Education for at-risk population
