  2. UNDP’s Information Disclosure Policy • Background: • July 1996 – first draft • January 1997 – approved by Executive Committee • June 2001 – independent evaluation & revision • December 2007/January 2008 – major revamp; extensive consultation • February 2008 – endorsed by Operations Group  

  3. Why an Information Disclosure Policy? Promotes transparency, accountability and national ownership of UNDP programmes and operations Provides accurate and timely information to partners and stakeholders, including the public

Information Disclosure Policy and Web Transparency - how do they relate? • The Policy • Target audience – external • Lists documents (Para 8) about UNDP’s programmes and operations to be made available to the public through UNDP public websites • Identifies types of information deemed confidential • Web Transparency Requirements • Target audience – external • Includes all documents in the Policy, and additional information to be posted on CO and HQ websites for the public • Clarifies disclosure of procurement information

What type of information is public according to the Policy? • UNDP Country Programme Management: • Standard Basic Assistance Agreements • Common Country Assessments/ United Nations Development Assistance Frameworks (CCA/UNDAF) • Country Programme Documents or “One Plan” Documents • Country Programme Action Plans and Annual Work Plans • Project Documents • Project Performance Reports • Resident Coordinator Annual Reports • Evaluation Reports

  7. What type of information is public according to the Policy? (cont.) • UNDP Operations: • UNDP/UNFPA Executive Board • UNDP Executive Office   • UNDP Financial Information • UNDP Procurement • UNDP Staff

What type of information is confidential according to the Policy? • Information received from or sent to third parties, under an expectation of confidentiality (e.g., communication between parties negotiating settlement of a claim or information exchanged in negotiation of a contract); • Information whose disclosure can endanger safety or security of individuals, violate his/her rights, or invade his/her privacy (e.g. internal deliberative processes ); • Information whose disclosure can endanger security of Member States or prejudice security or proper conduct of any UNDP operation/activity;

(cont.) • Information covered by legal privilege or related to access to internal audit reports , as set out in doc DP/2008/16 to the Executive Board (e.g., communication with lawyers, whether internally or externally contracted lawyers); • Internal inter-office or intra-office documents, including e-mails and draft documents; • Commercial information where disclosure would harm financial interests of UNDP or those of other parties involved (e.g., pricing information of a contractor);

  10. What type of information is confidential according to the Policy? (cont.) • Information which, if disclosed, in UNDP’s view would seriously undermine the policy dialogue with Member States or implementing partners.

How to implement the Policy • • Publish all mandatory information on websites • • Publish information on consultants receiving US$30,000 - $100,000 in a 12-month period: If COs wish to omit names of individual consultants , they should summarize info on SSAs and Service Contracts by listing Consultant 1”, “Consultant 2”, “Consultant 3”, etc., the job and project title and amount of the contract (see template) • • Ensure accurate and timely response to public information queries

List of major sources of funding, including all sources that have provided $100,000 or more to support CO activities in the previous or current year. For each major source, the total contribution in the previous year should be included. Total programme delivery in previous year (most recent year for which the books have closed Web Transparency Requirements:

  15. All Current Projects should be listed including: Title and short (one-three sentences) blurb. Project document. Status of the project (being developed, closed operationally, closed financially, suspended). Location (region, province, city, etc) Period of the project (date of beginning and expected end) Information about partners on the ground Additional available information (including press releases, related publications, etc) Major sources of financing (including all sources providing more than $100,000) Delivery in previous fiscal years - through the most recent year for which UNDP’s financial books have closed).
