  2. Background From April 7- July 15th ~800,000 Tutsi and Hutu sympathizers were killed by Hutu soldiers and a militia called the Interahamwe. The Tutsis were the minority in Rwanda, there had been a long history of tension between the two groups caused by the former colonial power, Belgium.

  3. Background Just before the start of the genocide, the UN Had ~300 peacekeepers in a country of over 9mil people. The UN peacekeepers had strict orders not interfere or use force unless they or fellow peacekeeper was in danger.

  4. Background General Dallaire, a Canadian, was in charge of the UN troops. Prior to the genocide he wrote to UN officials letting them know he believed a mass slaughter was being planned. He requested to have an additional 5000 men sent, but the UN Security Council said no, including the US

  5. Background Throughout the genocide the international community, including the US and UN, seemed to have tried to ignore what was happening. Despite numerous reports, including from Gen. Dallaire, the US and UN refused to acknowledge what was happening. It was official US and UN policy not to call it a genocide.

  6. Background During the 1994 Rwanda genocide, Paul Rusesabagina, the manager of the Milles Collines Hotel, used the hotel to shelter and protect over 1000 people.

  7. Background Despite inaction of the UN many people were saved by individual actions like Paul’s. Several Red Cross workers helped saved hundreds of lives. In some cases white church officials/aid workers/ stood between the Hutu militias and the Tutsi knowing that the Hutus wouldn’t want to be responsible for killing a white person.
