  4. So it entirely depends on who, what, why, when and how. • Ultimately, if you don’t have the owner’s permission, no matter how good your design, you should not do it.

  5. Things to think about.The issue is complex! What if someone does some graffiti that they believe to be planned and artistic but I think it’s a load of horrible scribbles? Who is right? What if I think something is beautiful art but my friend believes it to be a terrible eyesore? Who is right?
