  2. What is constructive engagement? • Constructive engagement is a framework of citizens-government relations designed to facilitate the social dialogue between citizens and government. It is both a process and an end-objective.

  3. Constructive Engagement Loop • It is an engagement process that describes the responsibilities and obligations of the parties towards each other (CSOs and procuring entity). In this particuar case, it illustrates the reporting process and feedback flows between the CSO and procuring entity

  4. Constructive Engagement Guiding Principles • Transparency • Mutual Accountability • Mutual Respect • Autonomy and Independence • Clarity on role and responsibilities • Commitment to fair and honest competition

Constructive Engagement Loop Stakeholders: At central level: - Ministry of Finance (Government) - Public Procurement Partnership Network (PPPN) to ensure the accountable involvement of observing NGOs At local level: - Aimag Governors (Governor’s office) - Citizen’s representative Khural in aimag/soums - Branch of PPPN - Aimagsubnetwork

  6. Constructive Engagement Loop How we may expect the impact of Observation report (OR) prepared by a member who worked as a CSOs representative in Evaluation committee (EC)? Upon the issuance of appointment of EC member, the CSO representative shall be informed simultaneously. Observation report shall be addressed to a Governing body of Procuring entity (Governor, Directors etc.,) after each tendering. When observer see the potential violation of PPLM, it should be addressed first by governing body and subnetwork shall be notified the date and subject matter of the occurrence. Procuring entity shall submit the response for a OR to MoF within 5 working days and Subnetwork should be notified the copy of it simultaneously. Subnetwork will ensure the further improvement of the case occurred and on whether it is tackled in consistent with PPLM. If Subnetwork sees no improvements, will appeal to the MoF for next measure.
