  2. BACKGROUND • Changes in Leadership of CARIMET • Mr Roosevelt DaCosta • Dr. Omer Thomas • Mr. Hermon Edmondson

Major Successes • CARIMET was host of the SIM AGA in 2000: • Seminar on “Metrology: Key to Global Trade; • CAMET/CARIMET Workshop on pesticide residue • Metrology Act and Regulations passed in St. Lucia, other countries very active with promulgation. • All members (except Suriname/Haiti) now have a National Bureau of Standards (NMI)

  4. Coordination • Two meetings of CARIMET were held; • Key persons in attendance were Heads of Standard Bureaux, CariCoM • ·     Draft MOU to secure a formal agreement among CARIMET members • · A proposed CARIMET budget and possible source of funding • ·  Proposed policy framework and strategy for future business in CARIMET – (3 –5 years) • ·  The relationship of CARIMET with the soon to be established Caribbean Regional Organization for Standards and Quality (CROSQ);

TRAINING • CARIMET participated in the following SIM courses: • Legal Metrology, Brazil: Jamaica, • Thermometry, Argentina: Jamaica • Mass and Related Quantities, Costa Rica: Trinidad and Tobago • Electricity and Magnetism, Mexico: Jamaica • Labelling and Packaging, Miami: Antigua, Barbados, Dominica, Grenada, Jamaica & St. Kitts • Genetically Modified Foods, Miami: Antigua, Barbados, Dominica, Grenada, Jamaica & St. Kitts.

Training (Cont’d) • Other Courses: Legal Metrology, UK: St Lucia •  Presentations: Two papers at SIM Week 2001. • Jamaica & Barbados assisted the following countries with training: • St. Vincent and the Grenadines, St Kitts & Nevis: By way of attachment • Guyana: In early August 2001, Mr. T. Mitchell (Jamaica) went to Guyana to provide training in Legal Metrology through a CDB funded project, • The regional courses for mass and uncertainty were not held

  7. PROMOTION OF METROLOGY • Presentations were made to: • Caribbean Common Market Standards Council - CCMSC (held in Grenada and Jamaica) the Coordinator of Carimet (Mr. Roosevelt DaCosta). X 2 • Government Ministers • Seminars: St. Lucia (1) • Haiti/Jamaica agreement

  8. FACILITIES UPGRADE • Initiated discussions with the PTB as well as SIM on the need to determine the existing measurement and testing capability in CARIMET. • ANDIMET/ CAMET model for PD being proposed for CARIMET. • Members of the Organization of Eastern Caribbean States (OECS) procured basic equipment for Weights and Measures through a Caribbean Development Bank (CDB) project; • St Lucia and Trinidad procured additional eqpt.

  9. INTERCOMPARISONS • Very Limited participation in SIM intercomparisons • PTB Sponsored Volume Intercomparison was called off; • Future Comparisons in Dimensional and Temperature

  10. WORKING GROUP MEETINGS • Mass and Related Quantities, Costa Rica: Trinidad & Tobago • Static Volume & Flow Metrology, Mexico: Jamaica • Electricity and Magnetism, Mexico: Jamaica • Legal Metrology, Miami: Jamaica

  12. COORDINATION • Will hold two meetings of CARIMET: •    Will hold one meeting of CARIMET Professional Development sub-committee: •   Will hold one (1) meeting of CARIMET Technical Sub-committee; •   Will hold one meeting of the CARIMET Executive Committee;

  13. Coordination • Will improve communications between NMI’s in CARIMET by: • Complete compilation of an up to date data base with contact and e-mail addresses; • Develop a CARIMET sub site of the SIM Website for posting all documenting notices, instructions, actions and required responses; •  Create a CARIMET forum on the SIM Website; • Cooperation with UWI to host video-conferencing.

  14. Training • Participate in at least 3 SIM Courses: Quality Systems for Metrology; General Metrology for Beginners, IDB Training/ • Inter-regional and intra-regional practical attachments and technical assistance • To develop a CARIMET audio-visual training and promotional aid

  15. Promotion of Metrology • Promote Metrology to the Council of Trade and Economic Development (COTED); • Promote Metrology to Government and Private Sector in at least three members states; • Each territory to organize at least one Metrology seminar with support from SIM/CARIMET; • Jamaica & Trinidad to seek membership in CIPM

  16. FACILITIES UPGRADE      To initiate the following projects: • Assessment of measurement and testing capability in CARIMET for the purpose of rationalization; • A regional time & frequency project; • Seek funding for basic metrology equipment

  17. INTER-COMPARISIONS                SIM Intercomparisons: i)  Participate in at least three intercomparisons              CARIMET Intercomparisons i)       Mass intercomparison - • ii)     Volume intercomparison iii) Pressure Intercomparison

  18. OTHER • Utilize existing country-country arrangements to improve Metrology activities • Special outreach to Haiti and Dominican Republic.
