  1. Kansas SPIL Development and Evaluation RSA Review Team June 2012

  2. The Maze of SPIL Planning End Start Here

  3. What is the fastest method for solving the puzzle? Starting from the end and working backward. Why? • Easier to focus on goal, because we start there • Path backward seems more clear • Easier to avoid distracting, dead-end turns

  4. SPIL Development The SPIL reflects $7,500,000. Can we tell?

  5. Consider If the public only read the goals and results section of the SPIL: • Would they know what you wanted to achieve? • Would they consider your services successful? • Would they encourage the use of tax payer dollars in the future?

  6. Never assume the public cares as much about your program as you do 6

  7. Begin with a Vision • A vision is a picture of the world in X years from now: • A man will walk on the moon. • All children will be able to read. • A vision statement is a description of that picture. • Identify focus, motivate, and inspire.

  8. A General Model Goals Objectives Strategies Measures/Targets

  9. What Are SPIL Goals? • Goals are forward-thinking, outcome-based, long-term reflections of a SILC’s vision • Goals represent the key areas where an organization can influence outcomes Goal

  10. Personal Goals • Waist • Salary

  11. What Are SPIL Objectives? • Specific time-based statements of the desired outcomes • Derived from the stated goals • Emphasize the results of actions, and are directly linked to desired outcomes Goal Objectives

  12. What is a good objective?

  13. It’s simple …

  14. What do you want to happen?

  15. What do you need to happen?

  16. Pinpoint that!!

  17. What Are SPIL Strategies • Strategies describe the actions we will undertake to achieve the program goals • When a member of the public reads our reports, s/he should have a clear picture of what we plan to do. • Strategies are verbs. Goal Objective Strategies

  18. Ideal Format for Strategies And WHY??

  19. What Are Measures • Specific statements that usually describe how you will know (by measurement) if you have achieved your objective. • Effective performance measures let us know how well we are doing Goal Objective Strategies Measures

  20. “If you don’t keep score, you’re only practicing.”Vince Lombardi 20

  21. You may be wondering…. • How will you know if you are successful? • At what point can you say you have achieved what you set out to do? • When do you stop and set a new goal?

  22. If you don’t have a target, how will you know if the Kansas IL Program has succeeded? What defines success? How can you communicate your successes? Targets 22

  23. Planning Myths • The activity I’m working on is too complex. No data can capture the complexity of what we’re doing. • We have long term goals. Data won’t be available for a long time. • Data and performance measures don’t work for knowledge workers like us; they only work in programs with physical outputs.

  24. Accuracy matters 24

  25. After the webinaryou may want to call me.I’ll give you my phone number…. 25

  26. 20 -2 5- 3 3 60% Complete 26

  27. 202-245-9313 90% Accurate (only 1 digit of the 10 is wrong) 27

  28. To Show Success You Need: • Baseline Measures (2) Performance Targets (3) Contextual Information 28

  29. Baseline Measures Because you want to show change, it is always good to have a baseline or beginning measure taken BEFORE the plan/intervention has begun. Your baseline measures should... Be a measure of what the world was like pre-plan or intervention 29

  30. Performance Target Performance Target The specific intended results to be achieved within explicit timeframes, against which actual results will be compared and assessed 30

  31. Contextual Information 31 What will someone need to know to be able to interpret the data? If it is needed, and not provided, what kind of communication process will occur?

  32. Why use this SPIL Planning Model? • What gets measured gets done • If you don’t measure results, you can’t tell success from failure • If you can’t recognize failure, you can’t correct it • If you can’t see success, you can’t reward it • If you can’t see success, you can’t learn from it • If you can’t show how $7,500,000 resulted in successful programming the public may ask, why should programing continue?

  33. In many ways, administering the IL program is like running in a maze: There are always obstacles to be overcome, entries that cause us to re-trace our route, unexpected turns and a clear path… …if only we knew where it was.

  34. Let’s Pause…. • Thoughts? • Reactions? • Agree or disagree with anything?

  35. Kansas SPIL Goals • Are they forward thinking? Outcome based? Long term reflections of the SILC’s vision? • Do they represent the key areas where outcomes can be influenced?

  36. Goal 1of 6 • Goal 1: Increase Core Services • Goal Description: Increase the availability of independent living core services statewide. • Did you? • How do you measure availability? • What was the level when you started?

  37. Goal 2 of 6 • Goal 2: Increase Outreach and Awareness to Youth • Goal Description: Increase the outreach to and public awareness of independent living to youth through the Kansas Youth Empowerment Academy through a special project grant.

  38. Goal 2 • Did you do it? Did you increase outreach and public awareness? • How do you measure outreach? • How do you measure public awareness? • “through the Kansas Youth Empowerment Academy through a special project grant.” • New? • Continuing? • Doing something? • Getting funding?

  39. Goal 3 of 6 • Goal 3: Increase participation in the workforce • Goal Description: Participation in the workforce will be increased as persons with a disability learn about resources and necessary skills for entering the workforce.

  40. Goal 3 • Did workforce participation increase? • What was the level? • What was the level for the disabled? • What is it now? • What would success be?

  41. Goal 4 of 6 • Goal 4: Civil Rights Enforcement and Advancement • Goal Description: Increase the enforcement of existing civil rights laws and advance the civil rights of persons with a disability.

  42. Goal 4 • Did you increase enforcement? How do you know? • Did you advance civil rights? What is the measure? • What is success?

  43. Goal 5 of 6 • Goal 5: Affordable Accessible Integrated Housing. • Goal Description: Increase the availability of affordable, accessible integrated housing statewide, through advocacy and education.

  44. Goal 5 • Did you? From what to what? • If my daughter wants to marry a man who is rich and handsome but marries a man who is rich only, did she meet her goal? (requires both conditions be met)

  45. Goal 6 of 6 • Goal 6: Affordable Accessible Integrated Transportation • Goal Description: Increase the availability of affordable, accessible, integrated transportation, specifically intercity travel. • Did you? From what to what? • Can this be measured? • How do you succeed?

  46. Reviewing Objectives Tied to Goals

  47. Increase Core Services • Centers will collectively educate policy makers at state and national levels about the need to increase base funding for Centers for Independent Living to 500,000 by 2013. • Support Independent Living Day at the Capitol in FY 2011, 2012, and 2013. • SILCK will provide information to centers gathered from their statewide public hearings. • The network of centers will decide on a collective message to deliver during Independent Living Day at the Capitol and send consumers, staff and board members to deliver relevant information and a consistent message. • The outcomes are …? What is the measure of core services? Are they up or down?

  48. Increase Outreach and Awareness to Youth • KRS will administer a portion of the Title VII Part B grant funds to Kansas Youth Empowerment Academy (KYEA) and monitor outcomes related to increased outreach to youth. • Does administer and monitor = increase outreach and awareness? How do you know?

  49. Increase Participation in the Workforce • The network of Kansas centers will provide outreach and education to increase awareness about Kansas' Medicaid buy-in program, Working Healthy, and the services which are available through KRS by participation in the Kansas Disability Caucus in 2011 and 2013. • Does this mean if you participated there is reason to believe workforce participation increased?

  50. Increase Participation in the Workforce – cont. • Centers and KYEA will provide outreach and transition services to youth in the community in order to deliver the skills necessary to enter the workforce; including but not limited to: building self-esteem, problem solving skills, self-advocacy skills, knowledge of community resources, goal setting; exploration of career opportunities as well as labor market and educational requirements through linkages to workforce development centers, school and other community partners, while increasing youth participation in the Disability Caucus. • Did you? • Remember my daughter who wanted a rich and handsome husband?
