  1. California Department of Social Services Guide To: Fleeing Felon Match (FFM)

  2. History: • Personal Responsibility and Work Opportunity Act of 1996 • Assembly Bill 1542 • In 1998, the FFM was implemented statewide.

  3. Data Sources: • California Department of Justice (DOJ) • County Social Services Agencies / Special Investigations Units

  4. Criteria: The FFM uses recipients Social Security Number (SSN) from DOJ. Records where the SSN does not match will be matched on the name, any alias/also known as (a.k.a.) as reported on the DOJ file, date of birth, and sex.

  5. Tolerance Level: FFM does not provide tolerance levels for CalWORKs and CalFresh. Counties will receive FFM information for each case that has a match.

  6. Frequency: • The match is sent monthly.

  7. Method: • Secure File Transfer (SFT) electronic format OR • Golden State Overnight (GSO) courier A receipt of acknowledgement (included in the package) for paper delivery is required to be faxed back to CDSS

  8. Age of Data: This information is current upon receipt by the County.

  9. Mandates: • Public Law 104-193 • WIC 11486.5
