Background • What’s the purpose of the working group? • Migrate the essence of the schedule and cost ANSI X12 transaction sets (806, 839) and UN/EDIFACT messages (PROTAP, PROCST) to an XML schema format • Intent is to: • Address formal government contract requirements • Facilitate data exchange between other related entities such as a prime and their subs

What’s the End Benefit? • A library of XML cost and schedule components defined in a broadly used industry standard • Software vendor neutral format • Established a formal standard that can be cited in contracts and requirements much like the ANSI X12 EDI transaction sets or the EIA/ANSI 748 EVMS standard • Prevent new projects from reinventing the wheel – use suite of XML components in an ebusiness architecture framework

What’s Happened So Far • PMSC meeting August, 2003 • Work group formed • PMSC meeting January, 2004 • Motion made and carried to take the formal standards path • February – June, 2004 • Initiated contacts to determine best path forward (X12, CEFACT, OAGi) • Selected Open Applications Group (OAGi)

About OAGi • Not for profit industry consortium • Standards development organization • Uses ebXML core components (OAGIS 9.0) • Broad set of schemas are widely used nationally and internationally (10 year history) • Endorsed by and affiliated with other industry associations (AIA, European aerospace industry) • UN/CEFACT approved XML syntax payload • Practical, well proven, fast track approach to developing royalty free schemas • Good fit for project management data!

  6. What’s Happened So Far • July - October, 2004 • Worked with OAGi to identify three member sponsors to form a new working group • November, 2004 • Attended OAGi meeting to meet with potential sponsors: AF, Lockheed Martin, Boeing

  7. What’s Happened So Far • Outcome of November OAGi meeting: • New OAGi A&D working group formed, AF is lead • Two working groups under this umbrella: eOrder and Program Management • Sponsors for PM data: AF, LM, Boeing • Oracle and SAP have joined the working group

  8. Influences and Politics • France consortium, Boost Aero is putting pressure on AIA members to use their schemas • Goal is a global XML standard for A&D under CEFACT (CEFACT has endorsed their outputs) • Current focus: logistics, ordering, supply chain • Not complete • Proposed AIA member approach • Use OAGi (Version 9.0) as tactical solution (now) • CEFACT ebXML as the converging strategic solution (later)

OAGi Proposed Plan – PM Schemas • Target complete date: July, 2005 • Project definition phase: Initial steps complete • Construction phase: March through May • Key output: Use case scenarios (UML) • Testing phase: Dependent on software vendor involvement • Review and approval phase: June/July • Publication: July/August • Also dependent on eOrder working group to resolve security issues (user authentication and authorization) • Dependent on status of security standard (SAML)
