Renovatie (!) • Reno- programma 2020 is startpunt • Risico op lock in • Nood aan renovatieprogramma op LT • Overkoepelende doelstelling (>2%/j) • Diepgaande renovaties (-75%) • Duidelijk traject van stimuli en verplichtingen • Vb energieconcept Duitsland • Schaalniveau • bv. grootschalige stadsdeelrenovaties

  5. Sociale component • Energierenovatie als win-win • Sociale woningen! • Huurder-verhuurder probleem • Minimale energieprestatie-eisen • Koppelen aan woonkwaliteit • Ingrijpen op huurprijzen

  6. Instrumenten • Voorlopersbeleid (overheid) • Sensibiliseren/informeren/verplichten • Actieve informatie • Activering bestaande instrumenten (oa. EPC) • Slimme meters (?) • Financiering • Win – win - win! • Afschaf fiscale aftrek?  één loket • Derde betalersysteem (FRGE + ESCOs): rol Vlaams energiebedrijf? • Extra ondersteuning voor totaalaanpak
