The Southern Industrial Zone of Volgograd, Russia • environmental emergency • wastewater collection/evaporation ponds of Khimpromand Kausticcompanies • wastewater collection ponds with their overall area of 160 km2 caused air, soil and groundwater pollution on the area of 720 km2 • More that 50 chemicals compounds were identified in the pollution zone (chlorine, organofluorine compounds, phenols, arsenic, lead, vinyl chloride, etc.)

  6. PRTR pilot initiative in Volgograd • SAICM GPA: WORK AREAS ADDRESSING KNOWLEDGE AND INFORMATION • Develop a national PRTR/emission inventory design process involving affected and interested parties.

PRTR pilot initiative in Volgograd STAGES OF PRTR DEVELOPMENT Step 1: establishment of a working group, incorporating: • non-governmental organisations; • representatives of governmental environmental authorities • industrial facilities • medical and technical research and education facilities • mass media outlets

PRTR pilot initiative in Volgograd Step 2: selection of a facility (criteria): • a major facility, with particularly hazardous toxic pollutants in its emissions and releases (the largest emissions/releases in qualitative and quantitative terms) • top managers of the facility are ready to implement a policy of open provision of information on its emissions and discharges • a well equipped analytical laboratory • active public involvement.

PRTR pilot initiative in Volgograd • 18 enterprises (chemical, petrochemical, metallurgical, mechanical industry, housing and public utilities) • Toxic releases and emissions into water and air, waste • For reporting purposes, 32 chemicals were selected as the most relevant pollutants in the Southern Industrial Zone of Volgograd

Further steps • development of PRTRs at local and regional levels is the most optimal way for introduction of a system of environmental reporting inRussia. • Stakeholder participation: NGOs, facilities, media • develop PRTRs at the base of governmental environmental enforcement bodies or at the base of major industrial facilities-polluters
