  10. WHY DO WE WANT ICT? Individual Level Efficient, Effective! Time & resource constraints Homebound- mother of necessity Allow us to work from home!! Networking and share info

  11. Innovative ICT for Disadvantaged Women need to earn but no access Integrated platform : IT-SMS-fax Organized orders/information from diverse locations, save costs and time for project

  15. Present gender-based ICT4D in many developing countries Mostly: -- networking women’s NGOs -- promote usage of IT among NGOs -- computer training -- government/funder-led - focus on the young

  19. LESSONS LEARNT for BDD • Not just ICT training • Not just about technology • What are the real FELT Needs? • Not just any women -- WHO? • Simple inexpensive solution • Need to build information network for them

  20. Personal level * Active contributors- input into project design, manage and sustain project * Empower through gender governance

Gender Governance Framework • Involves women taking ownership or control of the management of information networks, information sharing and other activities that empower them • 5A Process of Change, which involves the following: a) awareness of the problem, b) acceptance of the need for change, c) actions to be taken, d) assimilation to maintain the change, and e) assessment of progress.

  22. ICT in Poverty Alleviation Women are poor because – Can’t work in DD Exploited Face constraints We don’t know how to help them

  23. Recommendations • 1. Include real DD groups and gender analysis in research, development policies, awareness initiatives and ICT4D programs. • 2. Pursue an ‘engendered policy’ approach when constructing policy options by considering data from gender disaggregated research and grassroots needs assessments of women; supporting training and resource enrichment; and enabling women to access and use ICTs through the removal of barriers especially those peculiar to their situations.

Recommendation – homeworkers in informal sector • Acknowledge that ICT4D is a means to alleviate poverty, it means concrete political commitment to address : • * value of homebased work and women’s household work to the national economies; * recognition of homebased work and the inclusion of the homebased sector in the formal sector; * ICT access and barriers; * power relations in business and resource controls; * unfair trade practices; * women in technology and the technology questions in relation to gender concerns; * pro-poor human capital development
