  1. TEST Equity Issues: A focus on reducing poverty and gender inequalities Nilufar Matin Stockholm Environment Institute University of York, UK neela.matin@york.ac.uk TEST workshop, UN-HABITAT Nairobi, Kenya 21-22 October 2010

  2. Main issues • How is social equity and sustainable transport linked ? • Can a focus on social equity lead to sustainable transport? • Can sustainable transport contribute to social equity? • How can we recognise co-benefits in equitable transport development? • How to achieve an equitable & sustainable transport in the TEST countries? www.afritest.net neela.matin@york.ac.uk

  3. Social Equity -> Sustainable Transport • A paradigm shift is needed • from a focus on private motorisation to livelihood-based environment-friendly transport needs of the poor men and women • from a reliance on market based indicators for transport planning to behaviour based indicators that reflect differential transport uses of different social groups. www.afritest.net neela.matin@york.ac.uk

  4. Sustainable transport -> Social Equity • What is sustainable transport? • Provides basic access and development with safe, affordable, efficient means • Offers choice of modes, competition, balanced spatial development • Cares for human and ecosystem health • Limits emissions within limits of planet’s absorption capacity • Promotes equity within and between generations • True sustainable transport can contribute to equity through a focus on Millennium Development Goals, i.e., • Alleviating poverty and hunger • Achieving universal primary education • Contributing to gender equity through improved mobility • Improving health, environmental sustainability • Developing partnerships though linking people and places. www.afritest.net neela.matin@york.ac.uk

  5. Recognising Co-benefits • Co-benefits of sustainable transport and social equity • Sustainable transport can • Abate air-pollution • Enhance health protection and reduce accidents • Improve productivity and reduce poverty • ………. • However, more evidence is needed to expand the link between equity and sustainability. • TEST Network welcomes knowledge sharing to expand the evidence base for this research and identify benefits that an equitable transport paradigm can offer. • Thank you for your kind attention. www.afritest.net neela.matin@york.ac.uk
