  2. Relevant International Commitments 1992 178 governments sign the Rio Declaration. Principle 10 mandated appropriate access to information, encouragement of public participation, and effective access to judicial proceedings. 2002 WSSD Plan of Implementation calls on governments to implement Principle 10.

  3. Principle 10 – Rio Declaration Environmental issues are best handled with participationof all concerned citizens…Individuals shall have access toinformation…Effective access to [justice] shall be provided.

  4. Fisher folk can influence their government when it allocates rights to fishery resources. • Information about environmental impacts of an iron mine is made available to people who might be affected. • When a government gives an oil extraction permit to a company, affected parties can have that permit decision examined by a court of law. Principle 10 in practice means that…

The Access Initiative’s strategy… • Develop and continuously refine an indicator-based tool to assess government performance • Support civil society teams in an increasing number of countries to conduct assessments • Utilize the results of assessments to urge governments to act on assessment results

  19. Potential Synergies with Aarhus PP10 • Aarhus Clearinghouse and planned PP10 Global Database both will cover information on Principle 10 initiatives worldwide • PP10 commitments provide a possible avenue for addressing weak point in Aarhus self-reporting
