  1. Status Report to ROS (Dec.6, 2012)of SPS2TF • Held an ERCOT-sponsored WebEx on Nov. 14 to discuss goals and deliverables of this short term TF (very good attendance) • Reviewed a number of NERC Reliability Standards that specifically recognize Generator-Owned SPSs (PRC-001 thru PRC-017) as well as ones that assign responsibility for TOPs to monitor (IRO-005 and PRC-001) • Reviewed proposed edits to TAC-rejected NOGRR-095 • Discussed Possible use of CFRs (Coordinated Functional Registration) and Delegation Agreements • CFR is Defined by NERC’s Rules of Procedure, but Delegation Agreements are not • defined • CFR- “two or more entities (parties) agree in writing upon a division of compliance responsibility among the parties for one or more Reliability Standard(s) applicable to a particular function, and/or for one or more Requirement(s)/sub-Requirement(s) within particular Reliability Standard(s).” • TRE believes the CFR is the proper route; ERCOT objects to CFR route • Parties discussed taking one of two paths; a regional NERC Standard or revising the Operating Guides. Consensus was to revise the Operating Guides. • Next Step – Work on Guides language that satisfies parties and bring it back to ROS; should probably include telemetry requirements of some form for situational awareness purposes. • Next Meeting – TBA

  2. Membership of the SPS Type 2 Task Force (SPS2TF) consists of representatives including, but not limited to, QSEs, TDSPs, Resources, and ERCOT. The SPS2TF reports to the Reliability and Operations Subcommittee (ROS) on a regular basis. • The ROS Chair, with ROS approval, appoints the SPS2TF Chair. • When consensus cannot be achieved on an issue, majority and minority opinions are presented to the ROS. • The chair of the SPS2TF schedules meetings as required to discharge its responsibilities. • Functions of the SPS2TF are assigned by ROS and include: • Review the pertinent passages of the ERCOT Nodal Operating Guides and draft language changes that permit the implementation of resource SPSs (SPS Type 2s).
