  3. A. Given written SOPs and working in small groups, students will compare the SOPs to laws, standards, and regulations, and will recommend changes to bring the SOPs into compliance

  4. B. Given applicable laws, standards, and regulations, and working individually, students will list at least three actions that will improve their department's safety and health program

  5. KNOWLEDGE OF PERTINENT LAWS, STANDARDS, AND REGULATIONS The HSO must have a working knowledge as they affect the safety, health, and department operations.

  11. The court system recognizes NFPA codes and standards as "Standards of Care". OSHA can cite fire departments under "General Duty Clause" referencing NFPA codes and standards.

  29. STANDARD OPERATING PROCEDURES • Developed by a department in a standard format • Affect only the department that writes & adopts them • Must meet or exceed applicable laws and regulations

  32. INFLUENCE & AFFECT • Provide a safe & healthy work environment • Reduction of risk & decrease in liability • Fire Chief assigns a HSO as Program Manager of this process

  33. INFLUENCE & ATTEMPT (cont'd) • Promotes positive image inside/outside of the department • Provide basis for department SOPs • HSO must network that provides information on new issues/changes • HSO provides this information to the department

  34. DEVELOPMENT OF WRITTEN SAFETY AND HEALTH PROCEDURES

  35. Safety and health procedures must be in writing

  36. ORGANIZATIONAL STRUCTURE • HSO may operate on daily basis or shift • In a small department, the OSH Committee may assume the duties

  37. HSO manages the daily operations of the safety and health program.

  38. DUTIES OF HSO • Defined by department policy • Position description • NFPA 1521

  39. OSH COMMITTEE MEMBERS MAY SHARE RESPONSIBILITIES • May be assigned specific functions • Utilize NFPA 1500

  40. Regardless of the size of the department, an OSH Committee should be utilized.

  41. PERIODIC REVIEWS AND REVISION PROCESS

  42. HSO REVIEWS, EVALUATES, AND REVISES THE SAFETY & HEALTH PROGRAM • Per NFPA 1500, evaluate at least once every 3 years • Audit reviews procedures, records, apparatus, equipment, and facilities • Report submitted to fire chief & OSH Committee

  43. Job Functions of HSO and OSH Committee must be routinely reviewed and revised based on new assignments and responsibilities

  46. A. Understand how laws, standards, and regulations are developed. Become involved as part of the development and revision process.

  47. B. The positive impact of utilizing laws, standards, and regulations to enhance department operations reduces employee risk and department liability.

  48. C. Having a systematic process to review and revise procedures is an important part of the HSO's responsibilities.
