  3. EPBD Elements - Certification • Domestic - HIP Energy Ratings, • Commercial (new developments and selling/letting of existing) = Energy Performance Certificates (EPCs) • & for public buildings = Display Energy Certificates (DECs)

What buildings must display a DEC building and by when • either a public body currently OCCUPIES or ‘by institutions providing public services to a large number of persons and therefore frequently visited by those persons • >1000m2 • Examples – Schools (inc. BSF and PFI), libraries, police stations, courts, LA offices, leisure centres, hospitals and university buildings, • Exceptions – places of worship, car parks • Must be displayed by October 2008!!

  6. What if you don’t display a certificate? • Trading standards can fine you £500 for non display of a DEC • £1,000 fine for not being able to produce an advisory report • Expect some leniency in 1st year

  7. 2 parts of DECs • The Certificate itself. (based on actual reads not estimated – will accept estimates in 1st year) • An Advisory Report. Needs to be updated every 7 years.

How do you produce a DEC? • Choose an accreditation scheme • Identify buildings requiring a DEC i.e. over a 1000m2 • Who’s responsible? i.e. it’s the occupier who is responsible NOT the owner • Get your accredited assessors to produce an advisory report • Produce the certificate and upload to accredited body for uploading to national register • DEC to be done every year

BCC • Producing a list of buildings requiring a DEC • Identifying for each building: • Floor areas • Meter locations • Special areas e.g. Server rooms, CCTV rooms? • Calculating splits • Including for multifunctional buildings • Monthly Meter reading plan – AMR or Customer/web based • Waiting for accredited bodies to come on stream • Tender for DEC uploading and training staff • Waiting for: • DEC software to produce advisory reports and certificates • Benchmarks for building types

  15. How it works • UPRN created by accredited assessor for each building/part of building • Survey of building and energy use • DEC and AR Produced • DEC and AR uploaded to Commercial Register • Official DEC and AR ready for printing and display

  16. Current State of Play • 43,000 public buildings to be certified by 1st October 2008 • Very few with a DEC (less than 100) • Very few trained and accredited energy assessors • Software only just finished
