  3. Application • New SOLAS Ch. II-1 Reg. 3-4.2 requires Emergency Towing Procedures shall be provide for the following vessels: • All passenger ships: • Cargo ships: • Cargo ships: • It is recommended to consider the earlier provision of the Emergency Towing Procedure on board the ships presently under construction. not later than 1 January 2010 constructed on or after 1 January 2010 constructed before 1 January 2010, not later than 1 January 2012

Purpose • The towing procedures should be maintained on board the ship for towage in an emergency • The procedures should be considered as part of the emergency preparedness required by paragraph 8 of part A of ISM code. • 8 EMERGENCY PREPAREDNESS • 8.1 The Company should establish procedures to identify, describe and respond to potential emergency shipboard situations. • 8.2 The Company should establish programmes for drills and exercises to prepare for emergency actions. • 8.3 The SMS should provide for measures ensuring that the Company's organization can respond at any time to hazards, accidents and emergency situations involving its ships.

SHIP EVALUATION • The ability of the ship to be towed from bow and stern • line handling procedures • layout, structural adequacy and SWL of connection points • The on-board tools and equipment available • Chains, cables, shackles, stoppers, tools and line throwing apparatus. • Radio equipment on board. • Unless the SWL of connection points are known, these loads should be determined by an engineering analysis (MSC/Circ.1175)

EMERGENCY TOWINGBOOKLET • Ship-specific data • ship’s name , call sign, IMO number, anchor details, …. • Comprehensive diagrams and sketches • assembly and rigging diagrams; • towing equipment and strong point locations; and • equipment and strong point capacities and safe working loads (SWLs). • A copy should be kept by the owners/operators in order to pass on to the towage company in the emergency. • Common electronic file format

EMERGENCY TOWING PROCEDURES • A quick-reference decision matrix • Organization of deck crew and task • Diagrams for assembling and rigging bridles, tow lines, etc., for possible emergency towing arrangements • Power shortages and dead ship situations. • A communication plan • Evaluation of existing equipment, tools and arrangements
