  3. 1- Process of elaboration of the MDG national reports • The National Report on the MDG : - A first response to the commitments taken by Morocco during the Millennium Summit for MDG; - Elaborated by the High Commission of Planning in cooperation with the socioeconomic partners and the Agencies of the United Nations; • Three reports were elaborated : 2003, 2005 and 2007; • Regional Report Meknes-Tafilalet being developed (around the beginning of 2010).

Methodological approach : - Consideration of gender dimension in the process of implementation and follow-up evaluation of the MDG at the national level. - Elaboration of targets and indicators taking into account strategic needs of women. - Extension of the dialogue and the participation in the elaboration of the report through the organization of thematic workshops.

  5. List of the thematic workshops and departments responsible of the organization

  6. Organizational aspect : - Creation of a technical committee composed of Ministries concerned by the MDG, representatives of civil society and by UNDP. This committee is in charge of programming and of coordinating the various stages and processes of the elaboration of the MDG national report. - Each workshop has been led by the concerned department. - Recruitment of a national consultant to complete and synthesize the sector based contributions, draft the introductory chapter concerning the economic, political and social context of Morocco and harmonize the various chapters of the report.

  7. -Difference between Morocco and the UN on targets and indicators from MDGs: • In total Morocco uses the 29 targets and 81 indicators but the UN adopted respectively 18 targets and 48 indicators. • For objective 1: Morocco uses 7 targets while the UN to adopt only 2 targets and Morocco uses 20 indicators but UN adopt only 5 indicators. 2- Sources of information : Censuses and survey : • HCP: indicators relative to poverty, school enrolments, illiteracy rate, employment, access to drinking water, and housing living conditions. • Department of heath: data relative to the objectives 4 and 5.

Administrative statistics: • Health department: objective 6 relative to HIV / AIDS, malaria and tuberculosis. • National Education department: statistics relative to the calculation of the indicators of the objectives 2 (insure primary education) and 3 (indication of parity by level of education). • The department of environment supplies data for the calculation of the indicators relative to objective 7. • The departments of Finances and Foreign Affairs produce data relative to calculation of certain indicators of the objective 8 on the international partnership.

Achievements • Statistical operations (since 1990) : • National survey of households standards of living : 1991, 1999 and 2007 • National survey on Consumption and household expenditure : 2001 • National survey on Health :1992, 1997 et 2004 • National survey on Employment (Quarterly results) • Censuses of population and housings : 1994 et 2004 • New technologies : • Automatic processing of questionnaires • Computer Assisted Personal Interviewing (CAPI) • Geographical information system

Achievements (continue) • Dissemination : NSDD, web site, CD • Communication: open doors, opening on the media • inter-institutional cooperation : dialogue meetings, convention of data exchanges • Building regional capabilities : • Analysis of census results • Implementation of regional databases • Training DEVINFO • Municipal maps of poverty

MAROCInfo • Morocco has developed a national version of DevInfo, called Marocinfo;• This database, under the expertise of the Directorate of Statistics of HCP, currently comprises 243 indicators together with their metadata;• These indicators overlap with those related to MDGs, and cover various sub-populations and two themes: poverty and women;• The metadata of some indicators require refinement.• Recently, two Regional Directorates of HCP have established committees of the regional partners (in the areas of health, education, ...) to agree on indicators to be produced from routine statistics, then to train these partners Devinfo to give birth to a common statistical platform at regional and provincial levels.

  12. 4- Perspectives • National survey on the standards of living of the households: 2012 • Demographic national survey: 2009/2010 • National survey on the violence against women: 2009/2010 • National survey of employment: annual • Census of population and housing: 2014. • Poverty maps at the local level : 2010 • Evaluation of the costs of the MDG (MAMS) : 2010 • Elaboration of metadata of the MDG in cooperation with the ministerial departments concerned by the MDG :2010 • Launch a pilot project with the Statistics Division of the United Nations on the statistical information system : 2010

Conclusions • Set up of a legal frame (executive) for the coordination and harmonization (Text of laws) • Develop socio demographic research • Strengthening data dissemination • Strengthen inter - institutional cooperation • Continue to develop techniques to reduce the deadlines of publication.
