Refugee settlement “unsettled” since 1989 • “Bastardisation” of Asylum seekers emerged from divergence from “accustomed images” of who refugees were and how they arrived • Australia's policy response on refugees is torn between ‘long-standing immigration controls” and new “politics of internationalization and integration” • Uneasy and interim accommodations within the immigration programme, with asylum seekers and offshore refugees being offset against one another.

  4. Settlement discourse • Historically the term indicates a coming to agreement after a period of conflict or turmoil and has ‘legalistic’ connotations (Roe 1998, 71).   7. Settlement Services International (SSI) formerly known as Migrant Resource Centres Association (MRCA) is a NSW peak agency representing the multicultural settlement service organisations. SSI signed the contract with Department of Immigration and Citizenship (DIAC) on 21 March and commenced providing Humanitarian Settlement Services (HSS) on 18 April 2011. SSI – HSS Model
