Merit Award Program The School District of Clay County Informational Presentation 2007
Recent Legislative Changes • STAR repealed and replaced by MAP • What is MAP? • Merit Award Program • Awards top performing instructional personnel and school-based administrators • Award based upon student achievement and performance appraisal in accordance with the Clay Assessment System • 60% - Student Learning Gains or Proficiency • 40% - Performance Appraisal
MAP continues • Available to all instructional personnel and school-based administrators • Must remain employed by September 1 the following year to receive award • 5% award based on average teacher’s salary • Cannot be based on experience or length of service or base salary • Student performance is based upon FCAT or end of course exams which assess the SSS, course description or curriculum frameworks
Performance Evaluation based on • Ability to maintain appropriate discipline – Learning Environment • Knowledge of Subject Matter • Use of Technology • Assessment of Students • Ability to establish and maintain a positive collaborative relationship – Role of Teacher • Florida Educator Accomplished Practices
Performance Evaluation based on • Must receive a “satisfactory” evaluation • Must earn no less than three marks in each performance area.
Evaluation of Student Performance • Not less than 60% based on student performance. • Based on academic proficiency or gains in learning. • FCAT must be used as the evaluation instrument for personnel who teach those subjects for which the FCAT is an appropriate measure. • Subjects and grades not associated with the state assessment use a testing instrument that measures the appropriate standards or course descriptions.
Student Achievement Evaluation • Proficiency score of 85% or higher on end of course exams for grade levels or courses not assessed by FCAT. # of students earning a gain or at proficiency # of eligible students X 60 = Points awarded for student achievement

Where are we now? . . . • CCEA and the School District of Clay County worked collaboratively to comply with the requirements of the Merit Award Program due October 1, 2007. • The district will continue work on the end-of-course test requirements and implementation of the Merit Award Program.
